What this means for a Utah counselor
Enactment puts Utah in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Utah as live, a Utah licensee cannot apply for a privilege and counselors from live states cannot use one in Utah.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Utah rule is on the Utah counselor CE page.
