What this means for a West Virginia counselor
Enactment puts West Virginia in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists West Virginia as live, a West Virginia licensee cannot apply for a privilege and counselors from live states cannot use one in West Virginia.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The West Virginia rule is on the West Virginia counselor CE page.
