What this means for a California counselor

Because California is not a member, a California license cannot anchor a compact privilege, and a counselor licensed in a live state cannot use a privilege to treat California clients, including by telehealth. Practicing across the California line in either direction still runs on licensure by endorsement with the receiving board.
