What this means for a Oregon counselor

Because Oregon is not a member, a Oregon license cannot anchor a compact privilege, and a counselor licensed in a live state cannot use a privilege to treat Oregon clients, including by telehealth. Practicing across the Oregon line in either direction still runs on licensure by endorsement with the receiving board.
