What this means for a Virginia counselor
Enactment puts Virginia in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Virginia as live, a Virginia licensee cannot apply for a privilege and counselors from live states cannot use one in Virginia.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Virginia rule is on the Virginia counselor CE page.
