What this means for a Montana counselor
Enactment puts Montana in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Montana as live, a Montana licensee cannot apply for a privilege and counselors from live states cannot use one in Montana.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Montana rule is on the Montana counselor CE page.
