What this means for a South Carolina counselor
Enactment puts South Carolina in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists South Carolina as live, a South Carolina licensee cannot apply for a privilege and counselors from live states cannot use one in South Carolina.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The South Carolina rule is on the South Carolina counselor CE page.
