What this means for a Minnesota counselor
A counselor who lives in Minnesota and holds an unencumbered Licensed Professional Clinical Counselor (LPCC) can apply through CompactConnect for a privilege to practice in any other live state: Arizona, Ohio, Louisiana, Georgia, Indiana, Arkansas, Wyoming, Tennessee. Each remote state is a separate request with its own fee, and some require a jurisprudence exam first.
Counselors from those states can likewise apply for a Minnesota privilege and treat Minnesota clients in person or by telehealth, under Minnesota practice law.
CE does not change. Privilege holders complete continuing education for their home state only, so the Minnesota license keeps its own renewal cycle and every privilege renews with it. The Minnesota rule is on the Minnesota counselor CE page.
