What this means for a Nevada counselor

Enactment puts Nevada in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Nevada as live, a Nevada licensee cannot apply for a privilege and counselors from live states cannot use one in Nevada.

In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Nevada rule is on the Nevada counselor CE page.
