What this means for a Nebraska counselor
Enactment puts Nebraska in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Nebraska as live, a Nebraska licensee cannot apply for a privilege and counselors from live states cannot use one in Nebraska.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Nebraska rule is on the Nebraska counselor CE page.
