What this means for a Vermont counselor
Enactment puts Vermont in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Vermont as live, a Vermont licensee cannot apply for a privilege and counselors from live states cannot use one in Vermont.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Vermont rule is on the Vermont counselor CE page.
