What this means for a Ohio counselor
A counselor who lives in Ohio and holds an unencumbered Licensed Professional Clinical Counselor (LPCC) can apply through CompactConnect for a privilege to practice in any other live state: Arizona, Minnesota, Louisiana, Georgia, Indiana, Arkansas, Wyoming, Tennessee. Each remote state is a separate request with its own fee, and some require a jurisprudence exam first.
Counselors from those states can likewise apply for a Ohio privilege and treat Ohio clients in person or by telehealth, under Ohio practice law.
CE does not change. Privilege holders complete continuing education for their home state only, so the Ohio license keeps its own renewal cycle and every privilege renews with it. The Ohio rule is on the Ohio counselor CE page.

Does a compact privilege change Ohio CE requirements?
No. Privilege holders complete CE for their home state only. A Ohio counselor with privileges elsewhere keeps the Ohio CE cycle, and counselors from other live states practicing in Ohio on a privilege owe their own home board, not Ohio.
