What this means for a South Dakota counselor
Enactment puts South Dakota in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists South Dakota as live, a South Dakota licensee cannot apply for a privilege and counselors from live states cannot use one in South Dakota.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The South Dakota rule is on the South Dakota counselor CE page.
