What this means for a New Jersey counselor
Enactment puts New Jersey in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists New Jersey as live, a New Jersey licensee cannot apply for a privilege and counselors from live states cannot use one in New Jersey.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The New Jersey rule is on the New Jersey counselor CE page.
