What this means for a Alabama counselor
Enactment puts Alabama in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Alabama as live, a Alabama licensee cannot apply for a privilege and counselors from live states cannot use one in Alabama.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Alabama rule is on the Alabama counselor CE page.
