What this means for a Maine counselor
Enactment puts Maine in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Maine as live, a Maine licensee cannot apply for a privilege and counselors from live states cannot use one in Maine.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Maine rule is on the Maine counselor CE page.
