What this means for a Pennsylvania counselor
Enactment puts Pennsylvania in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Pennsylvania as live, a Pennsylvania licensee cannot apply for a privilege and counselors from live states cannot use one in Pennsylvania.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Pennsylvania rule is on the Pennsylvania counselor CE page.
