What this means for a Washington counselor
Enactment puts Washington in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Washington as live, a Washington licensee cannot apply for a privilege and counselors from live states cannot use one in Washington.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Washington rule is on the Washington counselor CE page.
