What this means for a Oklahoma counselor
Enactment puts Oklahoma in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Oklahoma as live, a Oklahoma licensee cannot apply for a privilege and counselors from live states cannot use one in Oklahoma.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Oklahoma rule is on the Oklahoma counselor CE page.
