What this means for a Kentucky counselor
Enactment puts Kentucky in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Kentucky as live, a Kentucky licensee cannot apply for a privilege and counselors from live states cannot use one in Kentucky.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Kentucky rule is on the Kentucky counselor CE page.
