What this means for a Iowa counselor
Enactment puts Iowa in the compact; it does not switch privileges on. The board still has to complete the Commission's technical and regulatory steps, including loading its license data into CompactConnect. Until the Commission lists Iowa as live, a Iowa licensee cannot apply for a privilege and counselors from live states cannot use one in Iowa.
In the meantime, practicing in another state means licensure by endorsement with that state's board, and each license you hold keeps its own CE cycle. The Iowa rule is on the Iowa counselor CE page.
