- The renewal cycle is biennial, and CE is due by September 30 of even years.
- New licensees
- The first renewal is different. New licensees have adjusted first-cycle requirements, such as prorated hours or first-cycle-only rules, and we apply them automatically.
- Recordkeeping
- Keep CE documentation for 2 years after the end of each cycle.
- Provisional renewal
- The board allows a provisional/conditional renewal for up to 6 months before full compliance is required. Utah has no formal 'conditional' renewal status. Licensees short on CE must request a hardship extension from DOPL before the renewal date; extensions are case-by-case (typically a few months) and are not automatically renewable.

- At least 30 of the 40 hours must be live/interactive each cycle. Up to 10 hours may be completed via asynchronous self-study. Synchronous distance learning (live webinars/Zoom) clearly documented as real-time and interactive counts as live and is not subject to the self-study cap.
- Academic coursework yields 3 CE hours per semester credit (1.5 per quarter credit). Each CE clock hour requires a 50-minute block of instruction.
- COURSE REPEAT RESTRICTIONS: A licensee teaching/presenting may claim credit for the same course no more than two times per renewal cycle, up to 5 hours total. The rule does not impose a general attendee repeat-course ban.
- LICENSE STATUS RULES: The current sources do not establish a fixed CE catch-up package for an inactive CMHC. A lapsed license must follow the current reinstatement rules; after more than five years expired, the Board may require up to 40 hours of CE.
- CE waivers or extensions may be granted by the Division for medical hardship, humanitarian/ecclesiastical service, military service, presence in an area where CE is unavailable, or other reasonable cause. Written request must be submitted before the renewal deadline unless an emergency prevented timely filing. Extensions are not automatically renewable.
- Other activity limits are 10 hours each for certifiable clinical readings, direct clinical supervision provided, volunteer mental-health service, peer case consultation, and peer direct observation; and 6 hours for professional leadership service.
- CE must be approved, conducted, or sponsored by an accredited institution, government agency, qualifying professional association, or mental-health agency, as specified in R156-60e-402.1.
- First-renewal proration: R156-60e-402.1(6) increases or decreases the hours proportionately by the date of licensure within the two-year cycle. DOPL states it as 1.6 CE hours for each month licensed (40 hours over 24 months), which is what prorated: true on the 40-hour total computes; the ethics/law/technology and suicide-prevention requirements are prorated in the same proportion. Modeled as prorated requirements rather than a first cycle overrides block because the engine stores a requirement's hours as the cycle figure: an every N months per-month figure was persisted raw and rendered as 'N of 1.6 hours' (issue #299).
- Division-approved clinical supervisors owe 6 additional supervision hours every cycle. Beginning January 1, 2027, they must also hold the approved-supervisor specialty designation; the separate qualification may be met by graduate coursework or one 8-hour synchronous course, so it is not modeled as a universal 8-hour renewal requirement.
