Cycle and record rules
- Renewal
- The renewal cycle is biennial, and CE is due by May 31 of odd years.
- New licensees
- The first renewal is different. New licensees have adjusted first-cycle requirements, such as prorated hours or first-cycle-only rules, and we apply them automatically.
- Approved providers
- Utah has no approved-provider list for master addiction counselors. Hours count when the course is "approved, conducted, or under the sponsorship of" an accredited institution of higher education; a county, state, or federal agency; a "professional association, or similar body, involved in clinical mental health therapy or substance use disorder treatment"; or a "mental health agency that provides clinical mental health services or substance use disorder treatment" (R156-60e-402.1(3)(a)). The course must be "relevant to the licensed individual's scope of practice" and taught by someone "qualified by education, training, and experience" ((3)(c)-(d)). Hours must fall inside the two-year cycle that ends May 31 of the odd year. Keep certificates for two years after the cycle ends.
- Recordkeeping
- Keep CE documentation for 2 years after the end of each cycle.
- Board audit
- The board may audit licensees to verify CE compliance.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

- Cycle and renewal: R156-1-308a Table 1 lists "Master Addiction Counselor" and "Associate Master Addiction Counselor" (and both substance use disorder counselor tiers) with the renewal date "May 31 odd years" on the "standard two-year renewal cycle"; R156-60e-403.1(1) points renewal to that table. DOPL's renewal page: "Licenses expire on May 31 of odd years" and "At least 60 days prior to the expiration date of a license, DOPL will mail a renewal notice". In May 2026 the page listed the MAC and AMAC online renewals as "COMING SOON!", so the first MAC/AMAC renewal is May 31, 2027.
- Formats (R156-60e-402.1(3)(b)): college or university lecture and discussion, "up to three ongoing professional development hours per semester hour or one and one-half hours per quarter hour"; professional conference; lecture or instruction (up to two times per course, five hours); seminar; training session; synchronous real-time interactive distance learning (uncapped); asynchronous distance learning (ten hours); specialty certification; certifiable clinical readings (ten); direct clinical supervision of a licensee working toward advanced licensure (ten); professional leadership service (six); volunteer mental health service (ten); peer case consultation (ten); peer direct observation (ten). Tag capped activities with the matching category so the ceiling binds.
- Documentation of each activity (R156-60e-402.1(3)(e)): "a certificate of course completion" naming the attendee, provider, instructor, date, title, hours, course objectives and the (3)(b) format, or "a letter from: (A) a peer who also participated; or (B) an individual who oversaw the licensee's volunteer service".
- Code of ethics: MAC and AMAC licensees are bound by "the NAADAC/NCC AP Code of Ethics, January 1, 2021 edition" (R156-60e-502.5(1)). The rule sets no substance-use-specific CE floor; every hour must be "relevant to the licensed individual's scope of practice" (R156-60e-402.1(3)(d)).
- Dual licensure: R156-60e-402.1 has no shared-hours provision. A MAC who also holds a Utah CMHC, LCSW or LMFT renews that license on the September 30 even-year cycle under the same rule text, and nothing in R156-60e says hours reported for one license count for the other or reduce either total. Each license's 40 is tracked on its own cycle.
- Waivers and extensions: "Under Section R156-1-308d, the Division may defer or waive ongoing professional development requirements" (R156-60e-402.1(7)).
- AMAC reinstatement: "the Division may reinstate an associate license for one additional three-year term if the licensed individual" applies, pays the fee, "has completed at least 40 hours of ongoing professional development under Section R156-60e-402.1 during the preceding two years", has attempted the profession exam at least once, and has completed at least half the supervision hours required to advance (R156-60e-403.1(3), citing Utah Code 58-60-504).
- Other Part 5 tiers not scoped here. The Advanced Substance Use Disorder Counselor (ASUDC) and Substance Use Disorder Counselor (SUDC) renew on the same May 31 odd-year date and the same R156-60e-402.1, whose hours depend on "the educational degree used for licensure or the equivalent" (40 master's, 20 bachelor's, 10 associate's). The ASUDC qualifies on a bachelor's degree or higher and the SUDC on coursework without a degree (Utah Code 58-60-506(4), (6)), so neither has one figure; DOPL's renewal page still states 40 for every tier.
