Cycle and record rules
- Renewal
- The renewal cycle is biennial, and CE is due by January 31 of odd years.
- Renewal fee
- The board renewal fee is $260 every 2 years.
- New licensees
- No continuing education is owed at the renewal that closes the partial period in which the credential was first issued. The forty hours are due "within the first full biennial licensing period following initial licensure and each subsequent biennial period" (OPR rule 7-5). A credential issued 90 days or less before January 31 of an odd year is granted through the next full two-year period (rule 7-1; OPR's 90-day initial licensing policy), so that full period is the first one and its renewal owes the full forty hours.
- Approved providers
- Hours must come from "a continuing-education program approved by the Director" (rule 7-5(a)). "Addiction Technology Transfer Center Network (ATTC) and National Association for Alcoholism and Drug Abuse Counselors (NAADAC) programs are presumptively approved for continuing education credit. A rolling compendium of other approved continuing-education sources is available from the Office website" (rule 7-5(d)). Designated- agency in-service trainings certified by the agency director count for up to 30 hours (rule 7-5(c)). Anything else needs Director approval, which sponsors or licensees request through OPR's online services.
- Recordkeeping
- Keep CE documentation for 4 years after each renewal.
- Board audit
- The board may audit licensees to verify CE compliance.
- Late renewal
- A late renewal adds a late fee.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

- Statewide biennium ending January 31 of odd-numbered years. "Licenses and certifications shall be renewed every two years on a schedule set by the Office" (26 V.S.A. 3238(a)); "Licenses are valid for fixed, two-year periods. Expiration dates are printed on licenses. A license becomes inactive if not renewed by midnight on the date of expiry. Practice under an inactive license is prohibited" (rule 7-1). OPR's fee-and-dates chart gives "January 31st of odd Years" for the AAP, ADC and LADC. Renewal applications "open six weeks before the expiration date and are submitted through the Online Services System" (renewal instructions, February 2026).
- What counts. "One contact hour is defined as 60 minutes of participatory, interactive learning, documented with a certificate or other proof of attendance, in a continuing-education program approved by the Director. Eligible activities must address substance use disorder as the primary or co-occurring disorder" (rule 7-5(a)). "The Director may refuse recognition to continuing education activities that are not reasonably related to addiction counseling, are not presented by a credible and competent person or organization, are not reasonably calculated to enhance professional competence, are cumulative, or are insufficiently documented" (rule 7-5(b)). The engine enforces only the twelve-hour substance-use floor that OPR's renewal instructions state; see notes on the tension with the second sentence of 7-5(a). ATTC and NAADAC programs are presumptively approved (rule 7-5(d)). The ATTC Network is a SAMHSA-funded federal program, mapped here to governmental agency; NAADAC programs map to naadac approved provider. The OPR compendium of other approved sources is the board approved sponsor class, and a course the Director approves on a licensee's own request is board approved individual activity. Designated-agency in-service trainings (rule 7-5(c)) are mental health agency. NBCC, APA or NASW approval alone is not named by the rule; such a course counts only if it is on the OPR compendium or approved by the Director.
- Live and online delivery. "Synchronous virtual continuing education credits shall be approvable and accepted as live in-person training" (26 V.S.A. 3238(a)(2)), and OPR says of the anti-oppression hour that "Online courses are acceptable". Neither the statute nor rule 7-5 sets a cap on home-study or recorded hours or a live minimum, so none is encoded.
- Other Vermont mental health licenses. "If the licensee is licensed in one or more other mental health professions under this title, continuing education units completed for one mental health profession shall count toward the required continuing education units for the other mental health profession or professions for which the licensee is licensed under this title" (26 V.S.A. 3238(a)(2)). A LADC who is also a Vermont LCMHC, LMFT, LICSW or psychologist may count the same hours toward both renewals; each license still owes its own total and floors (forty here, with six ethics and twelve substance-use hours), so the rule changes no figure.
- Tiers and scope. The LADC (rule Part 6; 26 V.S.A. 3236) needs a qualifying master's degree, an ADC or IC&RC certification, 2,000 hours of post-degree supervised practice and the IC&RC AADC examination, and may practice independently (rule 6-1). The ADC (rule Part 5; 26 V.S.A. 3236a(a)(2)) needs a baccalaureate degree, 270 hours of substance use disorder education, 4,000 hours of supervised work experience and the IC&RC ADC examination, and counsels "at an ADAP Certified Provider only" (rule 5-1). The AAP (rule Part 4; 26 V.S.A. 3236a(a)(1)) needs 40 hours of substance use disorder education and the AAP examination and serves "as a supervised apprentice at an ADAP Certified Provider only" (rule 4-1). OPR's FAQ adds that the rules "allow an AAP to renew indefinitely, so long as the AAP is enrolled at least part-time in a degree program or holds at least an associate's degree and is otherwise qualified to renew". All three owe the same forty hours.
- Hardship and corrective action. "An applicant for license renewal who has been unable to comply with continuing education requirements may apply to the Director for a corrective action plan, to be completed within 90 days, and at the Director's sole discretion may be issued a temporary renewal license pending completion of the same, pursuant to 3 V.S.A. 129(k)&(l)" (rule 7-5(f)). "Persons on active duty in the U.S. Armed Forces may apply to the Director for waiver or modification of continuing education requirements" (rule 7-5(g)).
- Extended lapse. "The Director may prescribe an appropriate period of supplemental training or supervision where an applicant for renewal of an inactive license has not actively practiced for a substantial period within the three preceding years. The presumptive supplemental training is completion of the continuing education that would have been completed if the license had been maintained, and for licensees out of practice more than five years, 1,000 hours of supervised practice" (rule 7-4). The make-up hours depend on how many periods lapsed, so they are not encoded.
