Cycle and record rules
- Renewal
- The renewal cycle is annual, and CE is due by June 30 each year.
- Renewal fee
- The board renewal fee is $125 per year, and a late (delinquent) renewal adds a $25 fee.
- New licensees
- The first renewal is different. New licensees have adjusted first-cycle requirements, such as prorated hours or first-cycle-only rules, and we apply them automatically.
- Approved providers
- Hours count only when the Board approves them: the twenty hours "must have been obtained during the previous renewal period July through June and approved by the Board" (OAC 38:10-13-2(a)), and "Approval of continuing education shall be at the discretion of the Oklahoma Board of Licensed Alcohol and Drug Counselors" (38:10-13-2(d)). Take courses from an Approved Continuing Education Provider, whose certificate carries an "OBLADC Provider Number", or apply to the Board for approval of a single program ($25) before counting it (38:10-13-7). Hours must fall in the July through June year they support.
- Recordkeeping
- Keep CE documentation for 2 years after each renewal.
- Board audit
- The board may audit licensees to verify CE compliance.
- Late renewal
- The board allows a 365-day grace period after expiration. A late renewal adds a $25 late fee.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

- Annual fiscal-year renewal. "All licenses or certifications shall expire at the end of each fiscal year (June 30) and shall be subject to renewal on the first day of the next fiscal year (July 1st)"; "All licensed or certified persons must submit a complete renewal package, including fee, postmarked by June 30 of the fiscal year" (OAC 38:10-7-8(a)-(b)). The initial license or certificate fee covers "the interim period between the original license or certification date and the following June 30 so that subsequent renewals shall be on July 1 annual basis" (38:10-11-1(3)), so the first renewal is the June 30 after issuance and its hours are prorated (38:10-13-2(g)).
- Clock hours. "To be acceptable for continuing education credit, a continuing education program must consist of at least 1 hour of instruction. Continuing education programs of more than 1 hour of instruction are counted based on additional 15 minute increments. For example, a 75 minute program counts as 1.25 credits" (OAC 38:10-13-2(b)). "One continuing education hour is defined as one clock hour (60 minutes) of actual uninterrupted instruction" (38:10-13-7(2)(A)(iv)). Programs under one hour earn nothing.
- Delivery. In-person training and "virtual" training (a live interactive video conference with a facilitator) count without limit; "No more than ten hours may be obtained through pre-recorded, on-demand online training" (OAC 38:10-13-2(a)), enforced by on demand cap. Neither the ethics hours nor the alcohol and drug hours carry a separate live requirement in the rule.
- Approved providers and single-program approval. A provider must hold Approved Continuing Education Provider status before presenting, and "any continuing education event(s) sponsored or provided prior to the date a provider number is issued under this rule shall not be granted continuing education credit" (OAC 38:10-13-7(1)); provider status lasts for the fiscal year in which it was granted (38:10-13-7(11)(A)). "If an alcohol and drug counselor attends or plans to attend a course that is not provided by an Approved Continuing Education Provider, the individual may submit a single request for approval of the continuing education program", with a "$25 non-refundable individual continuing education application fee", and that approval "shall apply only to the individual applicant" (38:10-13-7(14)). The rule names no national approval (NAADAC, NBCC, APA, ASWB) as equivalent to OBLADC approval; a national sponsor's course counts only if the sponsor also holds an OBLADC provider number or the counselor obtains single-program approval. Many national CE vendors advertise an OBLADC provider number.
- Activities that do not count. "The Board will not give credit hours for: (A) Education incidental to the regular professional activities of an alcohol and drug counselor, such as learning occurring from experience or research. (B) Organizational activity such as serving on committees or councils or as an officer in a professional organization. (C) Non-counseling content courses not directly related to enhancement of alcohol or drug counselor skills or performance as an alcohol or drug counselor. (D) Staff orientation, administrative staff meetings, case management meetings and training specifically related to policies and procedures of an agency may not be counted. (E) Book reports or critiques of professional journal articles" (OAC 38:10-13-7(12)). If the Board disallows hours that are not clearly alcohol and drug or behavioral health education, the counselor gets "sixty (60) days to replace the hours not allowed", and those replacement hours "cannot be counted during the next licensure period" (38:10-13-7(13)(B)).
- Tiers. The LADC may practise independently once it has "no less than two (2) years of full-time ... a total of 4,000 hours, supervised work experience" (OAC 38:10-7-3(a)(1)-(2)). The CADC may engage in private practice only with "a total of 6,000 hours of supervised work experience" and while "supervised by a licensed alcohol and drug counselor" (38:10-7-3(a)(3)-(5)). The LADC/MH designation lets the LADC "include the assessment, diagnosis and treatment of mental health disorders" in scope (38:10-7-2(a)(3)(E); 59 O.S. 1876(E)); "The scope of practice of a LADC who does not have the MH designation may not include provision of services that focus solely on mental health disorders" (38:10-7-2(a)(3)(G)). To keep the LADC/MH (or the Bachelor Co-occurring Disorders Certification on a CADC) the holder completes "The requirements for renewal of CADC/LADC" and pays the co-occurring credential renewal fee (38:10-7-10(f)); there is no second set of hours.
- Other licenses. The rule asks for twenty hours "for each license or certification held" by this Board (OAC 38:10-13-2(a)). It neither credits nor excludes hours earned for a license from another board: an LADC who is also a Licensed Professional Counselor, LCSW or LMFT owes that board's hours separately (the LPC rule is rules/lpc/ok-lpc.yaml, also on a July-June year), and a course counts here only if it is OBLADC-approved. No combined or reduced total exists for dual licensees.
- Exemptions. "A licensed or certified person called to active duty in the Armed forces of the United States for a period of time exceeding one hundred and twenty (120) days during a calendar year shall be exempt from obtaining the continuing education required during that calendar year" (OAC 38:10-13-2(e)). "A licensed or certified person experiencing physical disability, illness, or other extenuating circumstances may request partial or complete exemption from the continuing education requirements", with supporting documentation, and "Such hardship cases will be considered by the Board on an individual basis" (38:10-13-2(f)). Neither is modeled; both depend on facts or Board decisions outside the credit log.
- Inactive status. A $25 fee "renders the license or certification inactive and suspends all rights and privileges granted by the license or certification for a period of no more than two (2) years. If not renewed within the two (2) year period, license or certification is considered lapsed" (OAC 38:10-11-1(8)). The rule states no CE figure for returning from inactive status, so none is encoded.
