Approval flows two ways: a provider applies to the Board for preapproval of the activity ($150 sponsor application, postmarked 60 days before the activity, per the board's CE Approval page), or the program comes from a recognized sponsor whose programs the Board has preapproved (575:10-1-8(d), (h)). Operationally, any activity approved for continuing education credit by the Oklahoma Psychological Association (OPA), the American Psychological Association (APA), or the Association of State and Provincial Psychology Boards (ASPPB) is automatically approved for CPE (board continuing-education page). Because approval attaches to the activity - and any provider's program can be board-preapproved on application - the provider classification here is informational rather than an automatic pass/fail gate.

PREAPPROVAL MODEL: Oklahoma regulates CPE through activity preapproval, not format quotas. No credits will be granted for any activities or categories of activities that have not been preapproved (Okla. Admin. Code 575:10-1-8(c)(1)). Providers apply for preapproval and must furnish verification-of-attendance forms listing participant name; presenter name, academic degree, profession, and licensure; topic; sponsor agency; location; dates; and total clock hours (575:10-1-8(c)(2)). The Board may charge providers a review fee (575:10-1-8(e)); the board's CE Approval page states a $150.00 sponsor application fee, postmarked no later than 60 days before the activity. The Board maintains a 'List of approved Continuing Professional Education Recognized Sponsors,' which is reviewed and approved by the Board (575:10-1-8(h)). The licensee is ultimately responsible for providing all information necessary for the Board to make final determination concerning the acceptability of any requested credits (575:10-1-8(d)).
ACTIVITY KINDS: Credits may be earned through formal organized learning experiences, scientific publications, attendance at regularly scheduled meetings of international, national, regional, or state professional associations, or through presentations to appropriate groups not related to the psychologist's regular employment; other acceptable activities include attendance at Board meetings and serving the Board as an appointed investigator, tutor, practice monitor or supervisor (Okla. Admin. Code 575:10-1-8(f)). Activities, whether received or presented, must be targeted toward a professional audience (575:10-1-8(g)). The board does not organize activities into named groups or lettered categories, sets no per-activity maxima, and imposes no category-breadth rule.
NO FORMAT CAPS OR MINIMUMS: The rule states no self-study or home-study cap, no minimum live or in-person hours, no distinction between live-interactive online and self-study delivery, and no per-day or per-course caps (Okla. Admin. Code 575:10-1-8). Admissibility turns on Board preapproval of the activity, not its delivery format. All twenty credits may in principle come from any preapproved activity mix.
CARRYOVER: Hours attained in a calendar year in excess of the minimum annual requirements may be carried forward for credit in the succeeding year up to twelve (12) hours (Okla. Admin. Code 575:10-1-8(b)). The carry-forward reaches only the immediately succeeding year; hours cannot be banked further ahead.
HSP ETHICS FLOOR - SCOPE: The codified rule scopes the three-credit ethics/law minimum to licensees with HSP (Health Service Psychologist) certification: a minimum of three (3) of the twenty (20) credits required for yearly licensure renewal shall be earned by licensees with HSP certification in activities specific to ethics, relevant laws and legal issues, and/or applicable professional practice guidelines and standards, while all psychologists are encouraged - not required - to include such content (Okla. Admin. Code 575:10-1-8(a)). The board's continuing-education page paraphrases the requirement without the HSP qualifier ('including three (3) credits of ethics'); the codified rule text controls, so this file encodes the floor as conditional on the hsp_certification endorsement. Any licensed psychologist who independently provides or offers to provide health services to the public must hold HSP certification (59 O.S. 1362.1(A)), so the floor covers the typical clinically practicing licensee; HSP certification requires ABPP board certification or two years of supervised health-service experience (575:10-1-6(b)(5)).
FIRST-YEAR PRORATION: For licenses issued after January 1 of a given year, the initial continuing professional education year requires 1.5 credits per full month of licensure instead of the standard twenty (Okla. Admin. Code 575:10-1-8(b)). Under the rule's strict reading the month of issuance counts only when the license was held for that entire calendar month. The engine enforces the formula through an 18-credit annualized base (1.5 x 12) prorated by months licensed within the initial calendar year, and it counts the calendar month of issuance as a licensure month - so for a mid-month issue date the enforced figure can exceed the strict full-month reading by at most one month's 1.5 credits, and the encoding never under-enforces the rule. The adjustment covers the initial CPE year only.
NONCOMPLIANCE PATHS: A psychologist who has not completed and reported the required twenty credits by December 31 shall pay a late fee set by the Board (amount not published in rule; the board's site says late submissions are subject to statutory late penalties) (Okla. Admin. Code 575:10-1-8(k)). A licensee not in compliance by December 31 who has not petitioned for compassionate relief shall as of December 31 have the license invalidated for the practice of psychology, with possible suspension (575:10-1-8(m); 575:10-1-5(b)(3)(B)). Compassionate relief: under the extraordinary circumstances of active military duty, incapacitation, or serious illness of the licensee or an immediate family member, a psychologist otherwise in full compliance may petition - without fee - for partial or complete relief of the previous year's requirement, grantable by the Board's chairperson or vice chairperson (575:10-1-8(l)). Reinstatement of an invalid license requires the current renewal fee plus penalty, documentation of the current renewal year's CPE, written verification of licensure in other jurisdictions, and a finding of no impediments to licensure (575:10-1-5(b)(3)).
AUDIT: In February of each year, the Board randomly selects from two (2) to twenty-five (25) percent of the psychologists on active status the previous year for an audit of claimed credits; selected psychologists must provide verification within thirty (30) days of the audit notice (Okla. Admin. Code 575:10-1-8(i)). The Board may also, at its discretion, audit any claimed credits it considers questionable or fraudulent; failure to furnish verification within thirty days invalidates the license as of December 31, with possible suspension or revocation (575:10-1-8(j)).
RENEWAL ADMINISTRATION: The annual renewal period opens October 15 and closes December 31; all renewal requirements, including CPE entry, attestation questions, and the $400 renewal fee, must be completed online by December 31 (board licensees page; Okla. Admin. Code 575:10-1-5(b)). The codified rule invalidates a noncompliant license as of December 31 (575:10-1-8(m)); the board's licensees page phrases the same consequence as the license becoming INVALID on January 1 - the operative effect is identical: no valid license for the new year. Pursuant to Senate Bill 1040, licenses cannot be renewed while the licensee is not compliant with the Oklahoma Tax Commission - an administrative renewal condition, not a CE requirement (board licensees page).
OVERLAYS: Oklahoma participates in PSYPACT (OK HB 1057, enacted April 29, 2019, effective July 1, 2020) - PSYPACT authority to practice (APIT/TAP on an ASPPB E.Passport or IPC) is a mobility overlay on the Oklahoma license with its own ASPPB-side renewal and adds no hours to this CPE requirement. Oklahoma grants psychologists no prescriptive authority; OAC Title 575 chapter 10 contains no prescription-certificate tier or associated CE. This file covers the Licensed Psychologist - the board's only license. The Health Service Psychologist (HSP) certification is an attribute on that license (59 O.S. 1362.1(A)), not a separate credential. Private/Institutional Practice Under Supervision approvals (575:10-1-3, 575:10-1-3.1) are pre-licensure applicant statuses, psychological technicians (575:10-1-7) are Board-approved supervised employees, and certified school psychologists are credentialed by the State Department of Education outside the Psychologists Licensing Act (59 O.S. 1353(7)) - none are licensees under this rule.
