- STRUCTURE: Wyoming enumerates no named or lettered activity groups and has no rule requiring hours from a minimum number of categories (Chapter 18, Section 2). The structure is one approval-source floor (at least 10 of 40 hours from APA- or NASP-approved courses, encoded as apa_nasp_floor) plus eight enumerated alternative activities, each with its own per-activity maximum, encoded as per-activity caps: first-time college teaching (20), graduate coursework taken (20), presentations (20), professional-governance service (20), community mental-health participation (10), publication (10), professional reading (5). Courses "approved by any state's psychology association" (Section 2(b)(iii)(A)) have no stated maximum and need no activity tag.
- FORMAT: No delivery-format quotas exist anywhere in Chapter 18 — no self-study or home-study cap, no live or in-person minimum, no per-day or per-course hour limit. Every engine verdict under this encoding is identical to having no format quotas at all, because the chapter distinguishes activities and approval sources only.
- TRANSITION POLICY (2026/2027 CE cohorts): "During their November 7, 2025 meeting, the Board voted to approve the following policy: License and certificate holders who are due to submit CE with their 2026 or 2027 renewal shall be allowed to submit CE under the old rules: Thirty hours of CE obtained during the forty-eight (48) months immediately preceding the renewal date. Up to twenty (20) CE hours may be earned by completing designated activities reviewed and approved by the WPA or the WSPA. At least ten (10) CE hours must be earned by completing program designed activities reviewed and approved by the APA or NASP. License and certificate holders will be required to meet the new CE requirements in Chapter 18 of the Board's Rules & Regulations during their next renewal cycle in 2028 or 2029, whichever applies." (board renewal page). This is a board-adopted grace ALTERNATIVE for holders whose CE falls due with the 2026 or 2027 renewal: the codified Chapter 18 requirement encoded in this file is in force since 2025-10-02 and satisfying it satisfies the board in every year, while a 2026/2027-cohort holder may instead elect the superseded 30-hour/48-month framework for that one renewal. From the 2028 and 2029 CE-due renewals onward, Chapter 18 is the only framework.
- CYCLE MECHANICS: "Licenses and certificates expire June 30 of every year." (Chapter 8, Section 2(a)) — renewal (and the $400 renewal fee) is ANNUAL, while CE falls due biennially "on their renewal date" (Chapter 8, Section 3(a)). The board assigns each holder's biennial CE-due year; the cycle in this file is the 24-month window ending on the licensee's own CE-due June 30 (anchor: expiration_date), so the license record must carry the CE-due renewal date (from the board's renewal notice), not the intermediate annual renewal. Neither Chapter 8 nor Chapter 18 states a formula assigning new licensees to a cohort; the first CE-due renewal is board-administered, and no proration or first-renewal exemption exists in the rule text.
- EXTENSIONS AND WAIVERS: "A licensee or certificate holder who has not completed forty (40) CE hours in the preceding two (2) years may request an extension of time with the Board. The extension request must be made at least forty-five (45) days prior to expiration of the license or certificate" (Chapter 18, Section 3(a)). The Board may grant it on demonstrating that "[a]dherence to the rule would be unduly burdensome to the licensee or certificate holder for reasons of health, disability, family emergency, or extreme financial hardship", that "[w]aiver of the rule would not injure third persons", and that "[w]aiver is necessary due to factors outside the control of the licensee or certificate holder" (Section 3(b)(i)-(iii)). Independently, "The period to obtain the CE hours may be extended by the Board if the licensee or certificate holder shows good cause." (Section 2(a)). No conditional or provisional registration pending CE completion exists.
- LICENSE STATUS RULES: Wyoming Board of Psychology rules provide no inactive, retired, or emeritus status — chapters 1 through 18 authorize none and the Chapter 9 fee schedule lists no such fee; a license is either renewed annually or it expires. A renewal completed within 30 days after the June 30 expiration incurs the late fee; "Renewal applications postmarked or electronically completed more than thirty (30) days following the expiration date will not be accepted by the Board and the license or certificate will expire." (Chapter 8, Section 2(d)). Restoration within one year of expiration requires "a renewal application for a license or certificate, the application fee, the restoration fee, the license or certificate fee for the current year, and verification of having completed forty (40) hours of continuing education within the twenty-four (24) months immediately preceding the application date." - OVERLAYS AND ADJACENT CREDENTIALS: Wyoming participates in PSYPACT ("Wyoming is now a PSYPACT participating state!" — board forms page; the compact is codified at W.S. 33-27-201 and 33-27-202, the board administers it under W.S. 33-27-116(p), and compact practitioners "shall be required to obtain an E.Passport and an interjurisdictional practice certificate issued by the Association of State and Provincial Psychology Boards", W.S. 33-27-117(g)). PSYPACT authority is a mobility overlay on the home-state license; neither the Act nor Chapter 18 attaches CE hours to it. Wyoming grants psychologists no prescriptive authority (no RxP tier exists in the Act).
