- FORMAT: Minnesota imposes no cap on self-study/home-study or computer-based courses (Minn. R. 7200.3830, subp. 1, item C — expressly eligible with no percentage or absolute cap) and no minimum live/in-person hours. Attendance may include participation by means of audio or audio-visual electronic communication (item B), treated as live attendance. One CE hour = 60 minutes; credit is given to the nearest one-half or full hour (7200.3825).
- NO REQUIRED TOPICS: Minnesota's psychology CE rule imposes no subject-specific mandatory hours — no ethics, cultural-competency, suicide-risk, telehealth, or supervision topic floor. The 40-hour requirement is content-neutral (7200.3820; 7200.3810 competency language is aspirational).
- ACCEPTABILITY STANDARDS: Each activity must qualify under the scientific, practice, or professional-standards foundation definition in Minn. R. 7200.0110 and 7200.3830. Activities approved by the APA, ASPPB, or other national professional organization as determined by the board are automatically approved without further application (7200.3845). A sponsor or licensee may request board approval of an activity under 7200.3830, subp. 2. Board pre-approval is offered as a courtesy but is not a precondition.
- COURSE REPEAT RESTRICTIONS: CE credit for developing/teaching an academic course may be earned only for the first time the licensee teaches the course (item A). CE hours may be earned only for the licensee's first presentation of the content (item E). Publication credit may be earned only in the year of publication or first distribution (item G); a journal-article review is credited only in the year the review is received by the editor (item G(6)). There is no explicit prohibition on re-attending a course as a participant in a later period; the "first time" limits apply only to producing content.
- LICENSE STATUS RULES: Minnesota does not offer an "inactive" psychologist license status. Emeritus registrants (retired, non-practicing) are exempt from CE — "The continuing education requirements of the Minnesota Psychology Practice Act do not apply to Emeritus registrants" — and are not subject to renewal. An Emeritus registrant seeking active status must meet the requirements for re-licensure following termination (Minn. R. 7200.3610), which routes reactivation through the licensure/examination requirements in effect at the time the initial license was granted; the rule does not specify a fixed number of CE hours within a set timeframe for reactivation (MANUAL REVIEW). Waivers/variances of any non-statutory rule may be granted under Minn. R. 7200.6000 on a general undue-burden standard.
- NO CARRYOVER: Chapter 7200 authorizes no carryover of excess hours to the next period. Under Minn. R. 7200.3860, item D, CE completed after the renewal date under a written variance plan counts toward meeting only the requirements of the previous renewal period.
