Full board policy details
- Total 40 CE hours per biennium. No percentage or numeric cap on home study, but home study earns credit ONLY from providers approved by the American Psychological Association or any of its affiliates (64B19-13.003(2)(e)). No minimum live/in-person hours are stated; all 40 hours may be earned online where the provider/program qualifies. Live workshops/seminars from approved providers are credited hour-by-hour (no cap).
- ACCEPTABILITY STANDARDS: No CE credit is earned for regular work as a psychologist; independent, unstructured, or self-structured learning; personal psychotherapy or personal growth; obtaining/providing supervision or consultation from someone who is not a Board-approved CE provider; or home study except from APA-approved providers (64B19-13.003(2)). Board-approved programs must enhance psychological skills/knowledge, be of sufficient duration, and be taught by an instructor with at least 2 years of education/research/practical application in the subject (64B19-13.004). Florida uses a dual model: APA-approved (or affiliate) providers OR Florida Board-approved providers both qualify; graduate courses from APA-accredited or regionally accredited universities and CE approved by any other DOH/MQA board also qualify. No lettered provider tiers.
- COURSE REPEAT RESTRICTIONS: Presenting or moderating a Board-approved CE program earns credit only for the first time per biennium (64B19-13.003(1)(f)). Adjunct teaching earns a maximum of 20 CE for the first time teaching per course per renewal (64B19-13.003(1)(n)). Diplomate/Board-Certification credit (37 CE) is allowed only during the biennium in which the diplomate is first awarded (64B19-13.003(1)(e)). No general prohibition on an ordinary attendee taking the same course twice in a cycle.
- LICENSE STATUS RULES: Inactive-status licensees are exempt from CE while inactive (certify non-practice and pay inactive fee, 64B19-13.002); retired-status licensees are exempt while retired (64B19-14.001). CE is deferred, not forgiven. MANUAL REVIEW — REACTIVATION MAKEUP SCALES WITH TIME: Reactivation from INACTIVE requires 40 hours of CE meeting 64B19-13.003(3) for each full biennium inactive PLUS the last full active biennium (64B19-15.003(2)); inactive more than two consecutive biennia may require a special-purpose examination. Reactivation from RETIRED under 5 years requires fees plus 40 hours per biennial period retired and the last full active biennium; retired 5+ years additionally requires retaking and passing the Florida laws-and-rules examination within 12 months before the reactivation request (64B19-14.003). These duration-dependent, historical-period makeup obligations cannot be represented exactly by the engine.
- Military-spouse renewal-requirement exemption exists under 64B19-13.0015 for qualifying armed-forces spouses (full text not reproduced; verify wording/duration). Hardship/illness CE waivers are handled through the general Section 120.542, F.S. variance/waiver petition process; no numeric hardship allowance is written into the CE rule.
- A person holding two or more Florida licenses subject to 456.031 may show one board-approved domestic-violence course to satisfy the DV requirement for all of them (456.031(1)(d)). Informational only; engine evaluates one license at a time.
- MEDICAL ERRORS CONTENT: the 2-hour medical-errors course must be Board-approved and its content must address root-cause analysis, error reduction and prevention, and patient safety, and include psychology-specific errors such as misdiagnosis, failure to detect suicidality or dangerousness, and improper release of records (64B19-13.003(3); 456.013(7)).
- BOARD SERVICE DUAL CREDIT: hours earned by attending a Board or Board-committee meeting, or by serving on a Board Probable Cause Panel, also satisfy the ethics/legal (professional ethics and Florida laws-and-rules) requirement hour-by-hour (64B19-13.003(1)(a)-(b)). When entering these credits, tag them with both the board-service category and the ethics/laws categories so both requirements recognize the same hours.
- FIRST RENEWAL: passing the Board's laws-and-rules examination — required of every initial licensee — constitutes the FULL forty (40) hours of continuing education credit, including the professional-ethics and Florida-laws-and-rules credit (64B19-13.003(3)(c)). The examination does NOT satisfy the 2-hour prevention-of-medical-errors course, which must still be completed before the first renewal. Net effect for a first-time renewer: the 40-hour requirement is already satisfied by the examination and only the 2-hour medical-errors course is owed (encoded as a first-cycle override totaling 2 hours).
