Recurring mandates outside the 2 years cycle

Full board policy details
- FORMAT: Iowa sets no separate numeric self-study/home-study cap or live-hour floor. Subject-matter requirements and mandatory-reporter training still apply regardless of delivery format, so home study is available only to the extent those obligations are also met in a qualifying format/course. The 30-hour combined scholarship/research/new-course/presentation cap and the 2-hour board-service allowance remain activity constraints.
- ACCEPTABILITY STANDARDS: Iowa uses a self-determination/criteria-based model — the board does NOT pre-approve providers, sponsors, or individual programs; the licensee is responsible for determining whether a program meets board requirements. Any activity meeting the general criteria of 481—881.2(9) qualifies (organized program of learning, integrally related to practice, qualified presenters, stated objectives, proof of attendance). APA-sponsored and Iowa Psychological Association–sponsored programs are expressly acceptable but not the exclusive route. Home-study and electronically transmitted courses require a completion certificate. New-course-preparation credit requires attestation the course has not been taught before or has not been substantially altered. 100% of hours may come from any activity meeting the criteria.
- COURSE REPEAT RESTRICTIONS: Credit for presenting to other professionals is available only on a one-time basis — an instructor may not claim CE credit for repeatedly teaching the same program. New-course-preparation credit requires attestation the course has not been taught before or substantially altered. The psychology rule imposes no general blanket prohibition on retaking the same course.
- LICENSE STATUS RULES: 'Inactive license' means a license that expired because it was not renewed by the end of the grace period (includes formerly lapsed/delinquent/closed/retired); Iowa has no separate voluntary reduced-CE inactive or retired tier. No CE accrues while inactive. Reactivation (481—880.14(5)): a psychologist provides verification of a current active license in another jurisdiction OR verification of CE taken within two years of application — 40 hours if inactive less than five years, 80 hours if inactive more than five years. The 80-hour (>5-year) requirement depends on historical windows and is MARKED FOR MANUAL REVIEW; the current credit window cannot evaluate it exactly. Hardship/disability/military exemptions under 481—Ch. 500: automatic exemption for active-duty military, residence in another state with CE requirements, or overseas government-employee assignment (500.8); disability/illness exemption or extension of time, not to exceed two calendar years, renewable, board may require make-up CE (500.9).
- DISABILITY/ILLNESS RELIEF: An exemption application must be signed by a licensed health-care professional who attests to the disability or illness.
- LICENSE SCOPE: A provisional psychology license is a distinct CE-exempt tier outside this independent-psychologist product rule. Prescription and conditional-prescription certificates are overlays carrying separate additional psychopharmacology requirements under Chapter 883; the ordinary psychologist license remains subject to this 40-hour base rule.
- SECOND-RENEWAL LOOKBACK: CE hours acquired at any time from initial licensure through the second renewal date may be applied toward the second-renewal requirement, including hours earned during the first-renewal exemption period.
