- CATEGORY FRAMEWORK: New Hampshire organizes CE into two categories. At least 30 of the 40 hours must be Category A (offered through or approved by one of 22 enumerated sponsor organizations: American Association of Group Psychotherapists; AAMFT; American Association of Pastoral Counselors; AASECT; American Counseling Association; American Medical Association; American Medical Seminars; American Mental Health Counselor Association; American Nurses Association; American Nurses Credentialing Center; APA; American Board of Professional Psychologists; American Psychiatric Association; ASPPB; NASW; NBCC; National Register of Health Service Providers in Psychology; NASP; New Hampshire Psychological Association; a national/state/county psychological or medical society; a state or provincial psychology-licensing-board-approved entity; or a department of psychology or other behavioral-science/psychiatry/medicine/nursing/addiction-studies/holistic-medicine/integrated-care department at a regionally accredited school). No more than 10 hours may be from Category B (CE not meeting Category A; researching/editing/writing/publishing articles in professional journals/books; mental-health workshops or seminars to professionals/non-healthcare professionals/public; teaching non-graduate courses).
- FORMAT: All CE experiences may be received remotely or in person (Psyc 402.01(c)). Home study is expressly eligible as a Category A activity when offered through or approved by an enumerated Category A sponsor. The current codified rule imposes NO numeric home-study/self-study cap; the '20-hour home-study cap' cited by some vendors is from the Board of Mental Health Practice (Mhp 402), not Psyc 402. The only format constraint is that the 6 ethics hours must be live and interactive (a live-interactive webinar satisfies this). No per-day or per-credit caps.
- ETHICS: At least 6 of the 40 hours must be completed in ethics, be from Category A, and be taken in a live and interactive format (Psyc 402.02(c)). Required of all psychologist licensees renewing; no population/modality carve-out. The 'live and interactive format' qualifier was added effective 2023-11-07 (Doc. #13738).
- PROVIDER MODEL: The Board of Psychology assumes NO role in the review, pre-approval, post-program approval, evaluation, accreditation, or certification of any CE seminar, workshop, home study course, or academic course (Psyc 402.01(a)). Category A must be offered through or approved by one of the 22 listed groups; Category B activities do not require a listed sponsor. Only the Category-A minimum of 30 hours must come from listed sponsor organizations.
- VOLUNTEER/BOARD-SERVICE CREDITS (Psyc 402.03): all treated as ethics credits — 2 CEUs for initial board appointment + new-member training; 2 CEUs per monthly board meeting (max 24/calendar year); investigators earn 18 CEUs per Report of Investigation and 2 CEUs per Summary of Investigation. These credits may be rolled forward up to 6 years from the date awarded (10 years for extra investigator cases). This is the ONLY roll-forward in the chapter; NO carryover is permitted for ordinary CE.
- COURSE REPEAT RESTRICTIONS: No express per-cycle repeat cap. The rule distinguishes teaching a NEW course (10 hours) from UPDATING a previously offered course (5 hours) — a repeat merely re-taught without updating is worth the lower 'update' value rather than a fresh 10 hours, but the rule does not otherwise bar repeat credit. No other conditional repeat restrictions stated.
- LICENSE STATUS RULES: Inactive status is available (Psyc 401.04); CE is not required to hold inactive status but is required to reactivate. Reactivation from inactive is denied unless the applicant documents 40 hours of CEUs taken within 2 years prior to the reactivation application (Psyc 401.05(b)), or shows the inactive period was short enough that the CE duty has not yet accrued. No 'retired' status exists; the standing off-ramp is inactive status. Military: on request of a licensee called to active duty, the Board places the license on inactive status (Psyc 401.04(d)); reactivation within one year of release from active military status by payment of the renewal fee and proof of the most current CE requirement unless still within the renewal period (Psyc 401.05(d)). General hardship: any interested person may petition to waive a substantive rule for undue hardship (Psyc 210.01); petition-based, no fixed maximum duration. No conditional/provisional registration exists for a CE shortfall.
- COLLABORATION (separate non-CE condition of renewal, Psyc 403): each licensee except those on inactive status must complete 40 hours of collaboration during the licensing period — live/interactive professional interaction (small-group meetings, supervision/consultation with another licensed psychologist, study groups, expert conferences, clinical-research collaboration, hospital meetings, or board service) with qualifying professionals. These are NOT part of the 40 CE hours and are tracked separately. NOT ENFORCEABLE BY THE CURRENT SCHEMA as a CE-hour requirement; captured as an external mandate.
- PENDING: A proposed amendment to Psyc 402.02 and Psyc 402.03 is pending (public hearing 2026-05-01, comment deadline 2026-05-11); substance not yet codified. The companion approved-CEU section Psyc 402.01 was most recently readopted with amendment effective 2026-01-07 (Doc. #14424); the substantive category/conversion/provider framework is re-adopted and highly likely unchanged. NO codified suicide-prevention, cultural-competency, telehealth, human-trafficking, or implicit-bias CE mandate exists for NH psychologists.
- BOARD-SERVICE TAGGING: Psyc 402.03 treats Board appointment, meeting, and investigator awards as ethics credits. The distinct activity categories preserve conversion math and the annual meeting cap. Because the rule does not establish that these awards are both Category A and live-interactive, they are not automatically applied to the six-hour Category A/live ethics minimum; that determination remains manual review.
- REACTIVATION MANUAL REVIEW: Psyc 401.05(b) generally requires 40 CEUs taken within the two years before a reactivation application, but allows an exception when the inactive period was short enough that the duty to obtain CE had not accrued. The current license context has no reliable 'CE duty accrued' predicate, so no inaccurate years_since_inactive branch is enforced automatically.
