CE extension for extenuating circumstances (K.S.A. 74-5318(b)): licensee renews on time, reports hours completed as of expiration, and may receive up to 3 additional months to finish the balance; hours earned in the extension count only toward that period; not available in consecutive renewal periods. Separately, a license expired more than one year may use a six-month reinstatement temporary license (K.S.A. 74-5318(g)(2), fee $25) during which CE must be completed; non-extendable, non-renewable.

ACCEPTABILITY STANDARDS (K.A.R. 102-1-15): CE activities must be clearly related to the enhancement of psychology practice, values, skills and knowledge. The BSRB does NOT pre-approve CE programs or providers for psychologists; the licensee is responsible for ensuring content meets the standard. Acceptable activities under (d)(1) include those sponsored, accredited, or conducted by educational institutions, professional associations, or private institutions that are nationally or regionally accredited for training, AND activities by non-accredited agencies, groups, or individuals if the content is clearly related to the enhancement of psychology skills, values, and knowledge. APA-accredited offerings qualify but are not the exclusive route. There is no lettered provider tier and no minimum-percentage-from-approved-providers rule.
FORMAT / ACTIVITY CAPS (K.A.R. 102-1-15(d)): Attendance at sponsored/accredited workshops, seminars, presentations (d)(1) may supply up to all 50 hours. Self-study program WITHOUT a posttest: maximum 12 hours (d)(3). Self-study program WITH a posttest conducted by a provider described in (d)(1): maximum 40 hours (d)(4). First-time preparation and initial presentation of courses/workshops: maximum 15 (d)(2). Publication/professional presentation: 15 hours per paper/book chapter, max 45 (d)(5). Academic course: 15 CE hours per semester credit hour, max 15 (d)(6). Providing supervision: max 15 (d)(7). Receiving supervision (not disciplinary): max 15 (d)(8). Initial specialty board exam preparation: max 25 (d)(9). Quality care / peer review / case consultation activities: max 15 (d)(10). Participation in a professional organization: max 12 (d)(11). Receiving personal psychotherapy as part of a designated training program: max 20 (d)(12). No stated live/in-person minimum. Interactive-webinar live-vs-self-study classification is not addressed by the rule; verify with the board.
REQUIRED TOPIC SOURCE CONSTRAINT (K.A.R. 102-1-15(c)): The 3 ethics hours and 3 diagnosis/treatment hours must be drawn from activities described in (d)(1), (d)(2), (d)(4), and (d)(6). STATUTE-VS-REGULATION CONFLICT: K.S.A. 74-5318(a), as amended by 2023 Sub. for SB 131, requires (on and after July 1, 2025) 3 diagnosis/treatment hours; the unconformed regulation K.A.R. 102-1-15(c) still reads 6 hours. The statute controls; 3 is the operative figure per the board's June 3, 2025 announcement. NO cultural-diversity, telehealth, suicide, human-trafficking, or implicit-bias CE requirement applies to psychologists; the cultural-diversity clause was struck for psychologists during the 2023 process. Credits intended to satisfy either topic minimum must be logged under the corresponding allowed-activity topic category so the engine rejects otherwise ineligible activity sources.
COURSE REPEAT RESTRICTIONS (K.A.R. 102-1-15(d)(2),(d)(5)): Teaching credit is limited to the FIRST-TIME preparation and INITIAL presentation of a course/workshop; repeat deliveries of the same course generate no additional CE. Publication credit is per work (15 hours each, max 45) and is not repeatable for the same work. No blanket prohibition on a licensee taking two different courses within a cycle. No carryover of excess hours is permitted — K.A.R. 102-1-15 confines credit to hours earned in the two years preceding an application for renewal and contains no carryover provision.
LICENSE STATUS RULES: The Licensure of Psychologists Act and Article 102-1 regulations do NOT establish an inactive or retired license category for LPs; therefore no inactive/retired CE exemption exists (not provided for). A lapsed license is renewed/reinstated rather than reactivated. To renew an EXPIRED license the applicant must show CE completed during the immediate 24-month period (K.A.R. 102-1-8(c)(5)); reinstatement after revocation likewise requires 24 months of CE (K.A.R. 102-1-8(b)(6)). A license expired longer than one year may be brought back only via a six-month reinstatement temporary license (fee $25) during which CE must be completed; it shall not be extended or renewed (K.S.A. 74-5318(g)(2)). Hardship/illness/military/disability handled via a CE extension for extenuating circumstances (K.S.A. 74-5302(b)): requested no later than 30 days before expiration with reason and completion plan; the board may grant up to 3 additional months, not in consecutive renewal periods. CONFLICT: K.A.R. 102-1-15(g) and the FAQ still describe up to 6 months; the newer statute (up to 3 months) controls.
FIRST RENEWAL: A person licensed within six months of the current expiration period is EXEMPT from CE for that first renewal period (K.A.R. 102-1-15(a)) — encoded as a first_cycle_overrides replace with no requirements. If licensed more than six months before expiration, CE is prorated for the short initial term using the ratio of one-third of the hours for each six months since licensure (K.A.R. 102-1-15(a)) — encoded via prorated: true on the total. No additional one-time first-renewal training obligation for LPs.
OVERLAYS (not part of the 50-hour Kansas LP requirement): PSYPACT participation carries its own annual E.Passport/IPC renewal and, to renew an E.Passport, 3 hours of CE directly related to telepsychology and the use of technology in psychology — a separate PSYPACT/ASPPB obligation. Kansas charges a $25 PSYPACT home-state privilege-to-practice fee at renewal. Kansas does NOT grant psychologists prescriptive authority, so there is no RxP education or certificate-renewal obligation.
EXTENUATING CIRCUMSTANCES: The governing relief provision defines extenuating circumstances as conditions beyond the individual's control, including illness/disability-type situations.
