- FORMAT CONSTRAINTS: Not more than 5 CE units per registration period may be completed via asynchronous online education, distance learning, or home study. Not less than 5 CE units must be earned through synchronous online education (live, real-time online classes) — encoded STRICTLY as a live_online format minimum, so in-person hours do NOT satisfy it, per the statutory text's "synchronous online" wording (2026-08-09 authoring decision; secondary sources read the balance as satisfiable in person — if DPH confirms that reading, relax the minimum's format to live). The balance above the two format rules may be earned in any qualifying format including in person. A licensee's own research-based presentation at a professional conference is capped at 5 CE units per period. One CE unit = 50–60 minutes of participation in accredited continuing professional education (1:1 with a clock hour).
- ACCEPTABILITY STANDARDS: Qualifying CE activities must be related to the practice of psychology and consist of courses, seminars, workshops, conferences, and postdoctoral institutes offered or approved by one of five qualifying organization classes: (1) the American Psychological Association; (2) a regionally accredited institution of higher education graduate program; (3) a nationally recognized provider of continuing education seminars; (4) the Department of Mental Health and Addiction Services; or (5) a professionally or scientifically recognized behavioral science organization. All hours must come from these qualifying sources; Connecticut does not pre-approve individual providers/courses and uses no Category A/B tiers. Out-of-state and out-of-country CE may be accepted by the commissioner.
- ABPP DIPLOMA SUBSTITUTION: A licensee who earns a diploma from the American Board of Professional Psychology during the registration period may substitute the diploma for the entire period's CE requirement.
- COURSE REPEAT RESTRICTIONS: Section 20-191c contains no provision on instructor/ teaching credit or on repeating a taught course for credit, and does not prohibit repeating the same course within a cycle. The only presentation-related rule is the 5-unit cap on a licensee's own research-based conference presentations.
- LICENSE STATUS RULES: (1) Non-practice waiver — the commissioner may grant a waiver of CE to a licensee not engaged in active professional practice in any form during a registration period, provided a notarized application is submitted before the end of the period; the licensee may not practice until CE is met, and must complete 5 hours of CE not later than 6 months after returning to active practice. (2) Reactivation after lapse — a licensee whose license lapsed due to nonrenewal for one year or more must submit documentation of 10 hours of CE completed within the one-year period immediately preceding the reinstatement application (encoded as a conditional requirement). (3) Medical disability/illness — the commissioner may grant a waiver or extension of up to one registration period (renewable while the disability/illness continues) with certification by a licensed physician, physician assistant, or APRN. (4) No separate inactive or retired CE tier is defined; retired/non-practicing licensees use the not-in-active-practice waiver. (5) Military active duty — renewal-fee exemption available; § 19a-88b addresses licenses voided while on active duty.
- OVERLAYS (not part of CT 10-hour total): PSYPACT APIT / ASPPB E.Passport carries its own annual 3-hour CE requirement on technology in psychology, administered by ASPPB/ the PSYPACT Commission, separate from and not counting toward Connecticut's 10 hours. Connecticut does not grant prescriptive authority to psychologists, so there is no prescribing-CE overlay.
