TIER STRUCTURE: North Carolina's "Category A / Category B" letters classify PROGRAM SPONSORS (providers), not subjects or activities. At least 15 of the 24 hours must come from a Category A sponsor (21 NCAC 54 .2104(c)); every other sponsor is Category B (.2104(b)(4)). All 24 hours may be Category A; there is no rule requiring hours from more than one category.
CATEGORY B 9-HOUR CEILING (AFFIRMATIVE PROVISION, ENFORCED THROUGH THE ENCODED FLOOR): the rule affirmatively limits Category B credit to "the maximum nine hours allowed under Category B program sponsors" (21 NCAC 54 .2104(f)-(g)), and the Board's CE Reference Guide restates it: "Up to a maximum of 9 hours may be completed in Category B Continuing Education; however, all 24 Continuing Education hours may be completed in Category A if so desired." The engine enforces this ceiling through the encoded 15-hour Category A floor rather than through a second machine cap: because the total is 24 and at least 15 hours must be Category A, at most 9 non-Category-A hours can ever be needed toward the total, and Category B hours beyond 9 can never substitute for the Category A floor the engine enforces — so every engine verdict is identical to one produced by capping Category B directly (a single collective cap spanning multiple credit categories, including untagged Category B course credits, is not otherwise expressible). The per-activity inner caps (3-hour supervision credit, 9-hour graduate course work credit, 1-hour ethics examination credit) ARE separately encoded because each binds independently within the ceiling.
ETHICS NESTING: the 3 ethics hours must be completed under a Category A sponsor — they are "Included in the 15 hours under a Category A program sponsor" (21 NCAC 54 .2104(c)). A credit may carry multiple categories: tag Category-A ethics programs with both ethics and sponsored_continuing_education. The program title must contain "ethics" or a derivative for the hours to count toward the ethics minimum.
FORMATS: no self-study cap and no live/in-person minimum. Hours "must be obtained through: (A) in-person attendance at programs; (B) presentations at programs; or (C) completion of on-line or correspondence courses" (21 NCAC 54 .2104(d)(1)) — online and correspondence courses are unrestricted in quantity, and the rule draws no line between live-interactive and asynchronous online formats. No per-day or per-course hour caps.
PRESENTATIONS: "presentations at programs" are a permitted way to earn hours (21 NCAC 54 .2104(d)(1)(B)) at contact-hour value; the rule states no cap and no special conversion for presenting, and no restriction on repeating a presentation or course for credit.
SUPERVISOR TRAINING (ONE-TIME 3-HOUR CREDIT): a licensee who supervises applicants, licensed psychological associates, or provisionally licensed psychologists must complete the Board's three-hour, Category-A-sponsored supervisor training; one who "completes the training and passes the examination shall be permitted to count the three hours toward the minimum continuing education hours required in Rule .2104 of this Chapter for the renewal period it was when completed" (21 NCAC 54 .2001(c)). The training is taken one time only (.2001(d)), so the credit cannot recur; the supervisor_training_session credit conversion logs it as 3 sponsored_continuing_education hours in the period completed.
NO CARRYOVER: "Continuing education hours credited for license renewal in one biennium renewal period shall not be credited for license renewal in another biennium renewal period" (21 NCAC 54 .2104(i)).
CYCLE WINDOW AND TAIL: the "Biennial renewal period" is defined as "the period of time from the first day of October in each even numbered year, continuing until the last day in November in the next even numbered year" (21 NCAC 54 .2104(b)(2)) — a ~26-month definition whose final two months lie past the October 1 renewal deadline (21 NCAC 54 .2101(a)). The engine models the 24-month compliance window as October 1 of the even year through September 30 of the next even year — the day before the October 1 renewal deadline; the November 30 tail matches the post-deadline late-renewal window (late fee per G.S. 90-270.147(a); 30-day streamlined reinstatement under 21 NCAC 54 .2103(a)) and is treated as grace, with .2104(i) barring any hour from serving two periods.
TOPIC STANDARD: all hours, Category A or B, "must be in the maintenance and enrichment of professional skills and competencies within the licensee's scope of practice in psychology," including empirically supported assessment or treatment, application of research to practice, legal issues, ethics, supervision training per Rule .2001(c), and best practice standards (21 NCAC 54 .2104(d)(3)). Category B needs no sponsor approval but must still cover these topic areas.
LICENSE STATUS RULES: North Carolina has no inactive or retired status and no hardship/military CE waiver or extension provision in 21 NCAC 54 .2104. A licensee who fails to complete CE "shall not be renewed and shall be suspended automatically in accordance with G.S. 90-270.148(f)" (.2104(a)). Reinstatement requires documentation of "a minimum of 24 continuing education hours as specified in this Rule within the two years preceding the date of application for reinstatement" (.2104(k); 21 NCAC 54 .2103(a)-(b)) — the standard current-period quantum measured from the application date — plus renewal and reinstatement fees, and "The Board shall require applicants for reinstatement to take the state examination" (.2103(e)). After more than 30 days suspended (or voluntary relinquishment), the fuller .2103(b) application applies (criminal-history check, references, transcripts).
OVERLAYS: North Carolina participates in PSYPACT (compact participation effective March 1, 2021) — authority to practice (APIT/TAP on an ASPPB E.Passport/IPC) is a mobility overlay renewed through the PSYPACT Commission/ASPPB and adds no North Carolina CE hours. North Carolina grants psychologists no prescriptive authority (G.S. 90-270.137). The Health Services Provider certification (HSP-P/HSP-PP/HSP-PA, G.S. 90-270.153; 21 NCAC 54 .2701-.2706) is a certification overlay on the LP/LPA license with no separate CE requirement in Chapter 54.
