Cycle and record rules

Renewal
The renewal cycle is biennial and is counted from your license anniversary.
Approved providers
At least 24 of the 48 hours must be pre-approved by the Board (Alc 409.02(b)). Courses from an IC&RC member board, NAADAC, the New Hampshire Training Institute on Addictive Disorders, the New Hampshire Center for Excellence, AdCare Educational Institute of New England, the New Hampshire Alcohol and Drug Abuse Counselors Association, NHTI - Concord Community College, the state Bureau of Drug and Alcohol Services, or the Addiction Technology Transfer Center are "automatically approved" (Alc 409.04(e)), and a course from a college or university that grants degrees in life science, biological science, sociology, psychology or public health counts as approved when it covers one of the four performance domains (Alc 409.04(f)). The other 24 may come from courses that are not pre-approved, if you keep a syllabus showing they meet the rule (Alc 409.05(c)-(d)). Clinical supervision and staff meetings never count (Alc 409.04(g)). Hours count only inside your current two-year license term.
Recordkeeping
Keep CE documentation for 6 years after each course's completion date.
Board audit
The board may audit licensees to verify CE compliance.
Late renewal
A late renewal adds a late fee.

To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

Full board policy details
  • Pre-approved half. "At least 24 of the required 48 hours shall be pre-approved by the board in accordance with Alc 309.04" (Alc 409.02(b)); the cross-reference reads 309.04, but the pre-approval procedure is Alc 409.04 (the CRSW text, 409.01(b), cites 409.04). The engine does not enforce the 24-hour floor: the product records the provider name, not whether the Board pre-approved a given course, and a percentage floor would ask for more than 24 when more than 48 hours are logged. Keep at least 24 of the 48 from a Board pre-approved event or an automatically approved sponsor (Alc 409.04(e)-(f)). Automatically approved (Alc 409.04(e)): an IC&RC member board, NAADAC, NH Training Institute on Addictive Disorders, NH Center for Excellence, AdCare Educational Institute of New England, NH Alcohol and Drug Abuse Counselors Association, NHTI - Concord Community College, NH DHHS Bureau of Drug and Alcohol Services, and the Addiction Technology Transfer Center. A degree-granting college or university in life science, biological science, sociology, psychology or public health is "considered to be approved" when the content is in one of the four performance domains: scientific principles of substance use and co-occurring disorders; evidence-based screening and assessment; evidence-based treatment, counseling, and referral; or professional, ethical, and legal responsibilities (Alc 409.04(f)). Other sponsors apply on the "Request for Pre-Approval of Continuing Education Event" form "at least 6 weeks prior" to the event (Alc 409.04(a)); an approval is "valid for one year from the date of the approval" (Alc 409.04(h)). NBCC, APA or ASWB approval alone is not on the list.
  • Substance use disorder subject matter. The 48 hours are "continuing education in substance use disorder training" (Alc 409.02(a)); general mental health CE that does not address substance use does not qualify. "Clinical supervision and staff meetings shall not be approved as continuing education" (Alc 409.04(g)).
  • Online courses. "No more than 12 of the 48 hours shall be received in online continuing education courses", but "Courses taken as part of an online degree program" and "Training that is live and simultaneously interactive" do not count toward the 12 (Alc 409.02(c)). The engine caps the self study format at 12; a course taken online inside a degree program should be logged as academic coursework, not self study, so it is not capped.
  • Presenting. "Licensees shall be permitted to substitute up to 10 hours of continuing education for an equivalent amount of time as a presenter of continuing education courses" (Alc 409.02(f)): one hour of credit per hour presented, ten at most. The audit worksheet asks an LADC or MLADC "as the presenter, how many presented hours" (Alc 410.01(d)(5)f.).
  • Licensed clinical supervisors. An LADC or MLADC who also holds the Board's Licensed Clinical Supervisor license must "complete at least 6 hours of training in clinical supervision during each 2 year license period", and may "incorporate these 6 hours into the hours needed for licensure renewal under Alc 409.02" (Alc 409.03). The LCS renews on its own addendum (Alc 403.04, 411.01(c)).
  • Supervision and peer collaboration (not CE). An LADC renews on clinical supervision "At least one hour a week while actively practicing" (Alc 403.02(a), 405.02), unless in independent practice before July 1, 2008 and continuing in it (Alc 405.01), in which case peer collaboration applies (Alc 408.01(a)). An MLADC renews on peer collaboration, or clinical supervision if the MLADC chooses it (Alc 403.03(a), 406.01). Peer collaboration is "26 hours of peer collaboration each 12-month period that begins on the date of the issuance of the license or renewal license while actively practicing" (Alc 408.02(a)), documented by a signed statement for each instance (Alc 408.03). Neither counts toward the 48 (Alc 409.04(g)).
  • Inactive status and reactivation. An inactive licensee renews biennially with the inactive fee (Alc 412.01(a)(5), (b)). To reactivate, the licensee must "Submit documentation of compliance of continuing education earned within the immediately preceding 2 years prior to the date the application was submitted" (Alc 412.01(e)(4)), i.e. the Alc 409.02 requirement measured back from the application date.
  • Reinstatement after lapse. A license lapsed "between 30 days and 5 years" is reinstated with "documentation of the applicable continuing education requirements described in Alc 409.01 - Alc 409.03, taken within the immediate 2 years prior to the date of reinstatement applications ... for a total of ... 2 hours per month lapsed for LADCs and MLADCs" (Alc 414.01(b)); after more than 5 years without active practice in another state, the applicant must also show a passed IC&RC examination (Alc 414.02).
  • Other licenses. Alc 409 neither credits nor excludes hours earned for a New Hampshire LCMHC, LMFT or LICSW, whose Board of Mental Health Practice rule (Mhp 400) runs its own 40-hour cycle with different approving bodies. A dual licensee owes each license's figure on its own cycle; a course counts for both only if it meets both rules (substance use content and an Alc 409.04 approval for this one).
