Cycle and record rules
- Renewal
- The renewal cycle is biennial, and CE is due by March 31 of even years.
- Renewal fee
- The board renewal fee is $50 every 2 years, and a late (delinquent) renewal adds a $50 fee.
- New licensees
- No continuing education is owed at the first renewal of a licensee who has been licensed less than twelve months: "A licensee who has been licensed for less than twelve (12) months shall be exempt from the CEUs required for renewal of that initial license" (839 IAC 1-6-3(h)(2)). The full 40 CEUs apply from the next renewal period.
- Approved providers
- Continuing education "means education provided by board-approved providers" (839 IAC 1-6-1(a)). Programs "sponsored, accredited, or approved by" the organizations listed in 839 IAC 1-6-2(f) "shall be deemed approved, and no prior approval by the board shall be required"; the list includes the National Association of Alcoholism and Drug Abuse Counselors (NAADAC), the Indiana Counselors Association for Alcohol and Drug Abuse, the National Board of Addiction Examiners, the National Board for Certified Counselors, the American Counseling Association, the American Psychological Association, the National Association of Social Workers, the American Association of Marriage and Family Therapy, ACCME programs related to mental health, and accredited universities and colleges. Other sponsors apply to the board at least 90 days before the program (839 IAC 1-6-2(b)). Category II self-directed activities carry no sponsor and are credited at the rates in 839 IAC 1-6-1(e). Hours must fall inside the April 1 - March 31 biennium being renewed and do not carry over.
- Recordkeeping
- Keep CE documentation for 4 years after the end of each cycle.
- Board audit
- The board may audit licensees to verify CE compliance.
- Late renewal
- A late renewal adds a $50 late fee.
- Provisional renewal
- The board allows a provisional/conditional renewal for up to 6 months before full compliance is required. Under IC 25-1-4-5 a board that finds a practitioner has not met the continuing education requirement at renewal notifies the practitioner by certified mail and may "issue a conditional license to the practitioner that is effective until the practitioner complies"; the practitioner then either requests review or pays the civil penalty (up to $1,000) and completes the deficient education within six months. The conditional license is not renewable; failure within the six months is a basis for suspension and a second consecutive noncompliance may bar renewal under IC 25-1-4-6.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

- Category II ceiling: the licensee "may obtain a maximum of fifty percent (50%) of the required amount of CEUs for renewal from Category II" (839 IAC 1-6-1(b)(2)). Category II "is defined as continuing education that is self-directed": journal reading (1 CEU per hour), office inservices, case conferences designed for training, instructing or presenting at a professional seminar or workshop ("only for the initial instruction, presentation, or supervision given"), research published in a recognized journal or book (10 CEUs, "only for the initial publication of the information"), consultation, critique or peer review for students and licensure candidates, service on boards and commissions or office in professional organizations, and faculty teaching at 1 CEU per credit hour (839 IAC 1-6-1(e)). The engine enforces this ceiling THROUGH the Category I floor: 20 CEUs per licensure year minus the 10 required Category I CEUs leaves at most 10 Category II CEUs per year (20 per biennium), so every verdict is identical to capping Category II at 50% directly. Category I expressly includes accredited computer, audio and video home-study programs (839 IAC 1-6-1(c)(6)), so the Category I floor is a subject/activity tier and not a live-versus-self-study delivery split.
- Ethics: "A minimum of one (1) CEU of the required ten (10) Category I CEUs per year shall have a content area focusing on ethics and professional conduct, including boundary issues, from a Category I provider" (839 IAC 1-6-3(c)), that is, one ethics CEU in each April 1 - March 31 licensure year, two per renewal period, counted inside the 20 per year and 40 per biennium.
- Teaching, presenting and publication credit (Category II): services "as an instructor, presenter, or supervisor in a relevant professional seminar, workshop, or training conference earns one (1) CEU for each hour of service, but only for the initial instruction, presentation, or supervision given"; research publication "earns ten (10) CEUs, but may only be claimed for the initial publication of the information"; faculty earn credit "only the first time faculty teaches the course within the same semester" (839 IAC 1-6-1(c)(8), (e)(4), (e)(5), (e)(8)). The rule imposes no general repeat-course ban on attendees.
- Dual licensure under IC 25-23.6: "If a licensee holds more than one (1)" social worker, clinical social worker, marriage and family therapist (or associate), mental health counselor (or associate), "addiction counselor; or clinical addiction counselor; license issued under IC 25-23.6, then CEUs obtained to meet the CEUs required for renewal of one (1) license may be applied towards the CEUs required for renewal of each license held" (839 IAC 1-6-3(d)). An LAC who also holds an LCSW, LMHC or LMFT owes the same 40 CEUs once and may count the same hours for every license; the rule neither raises nor reduces the total, and the board takes one attestation per license on the renewal. Out-of-state CE also counts: "Continuing education used to satisfy the continuing education requirements of another state, in which the licensee also holds a license to practice as a mental health professional, may be applied towards the CEUs required for renewal of a license issued under IC 25-23.6" (839 IAC 1-6-3(g)).
- Hardship waiver (839 IAC 1-6-5): a licensee who cannot complete the CEUs may submit, at least 45 days before the license expires, "(1) a statement explaining the reasons for noncompliance; (2) a request for a waiver of the CEUs required for renewal; and (3) the renewal application and all required fees". The board may grant it where "extreme hardship exists, to the satisfaction of the board", for example service in the United States armed forces for at least one year of the renewal period while absent from Indiana, or a disability of the licensee or a dependent family member verified by a licensed physician or psychologist. A waiver applies only to "the current renewal period"; if denied, the licensee must complete all required CEUs to renew.
- Associate tiers: the Licensed Addiction Counselor Associate (IC 25-23.6-10.5-1.5) and Licensed Clinical Addiction Counselor Associate (IC 25-23.6-10.5-2.5) are not among the licensees named in 839 IAC 1-6-3(b); their renewal is governed by IC 25-23.6-10.5-12.3, under which an associate license may be renewed two times by "completing at least twenty (20) hours of continuing education each licensure year". Those tiers are scoped here using the common CE guidance on the PLA licensing page, including first-renewal relief; additional renewals need board approval.
- Lapse and reinstatement: a license not renewed by its expiration "becomes invalid" (IC 25-23.6-10.5-12), and the board "may reinstate an invalid license up to three (3) years after the expiration date of the license if the individual holding the invalid license meets the requirements under IC 25-1-8-6"; after three years the licensee must satisfy the board's renewal requirements and IC 25-1-8-6 (IC 25-23.6-10.5-13). Indiana has no inactive status for this license; retired status under IC 25-23.6-10.5-14 waives the fee and CE but bars practice, and "Associate licenses do not have retired status" (board renewal form).
