Cycle and record rules
- Renewal
- The renewal cycle is biennial, and CE is due by September 1 of even years.
- New licensees
- A license first issued within the 24 months before the renewal date is waived from continuing education for that renewal (172 NAC 10-004.03(B)).
- Approved providers
- Hours must be earned in the 24 months before the September 1 expiration; nothing carries forward, and the same program may not be counted twice in one renewal period. At least 20 hours must be alcohol and drug specific (core-function content; anything presented or approved by ATTC, ASAM or NAADAC qualifies). The remaining hours may be on other subjects only when approved by ACA or a state chapter, NBCC, AMA or a state chapter, ACCME, the ANCC Commission on Accreditation, APA or a state chapter, NASW or a state chapter, AAMFT or a state chapter, or the Nebraska Nurses Association (172 NAC 15-011.01 and .02). Record the provider on each credit.

- Provider approval differs by content. Alcohol and drug specific hours are defined by subject (172 NAC 15-002.05 core functions); ATTC, ASAM and NAADAC programs are deemed alcohol and drug specific, but the rule does not limit alcohol and drug specific hours to those three sponsors. Non-specific hours are capped at 20 and "must be approved by" one of ACA or its state chapters or NBCC, AMA or its state chapters, ACCME, the American Nurses Credentialing Center's Commission on Accreditation, APA or its state chapters, NASW or its state chapters, AAMFT or its state chapters, or the Nebraska Nurses Association (172 NAC 15-011.02). The engine cannot apply a provider list to only the general hours, so no provider gate is enforced; a general-subject course from an unlisted sponsor does not count. Deemed alcohol and drug specific: ATTC, ASAM, NAADAC. Accepted for the up-to-20 general hours: ACA/NBCC, AMA, ACCME, ANCC, APA, NASW, AAMFT, Nebraska Nurses Association (and the listed state chapters). DHHS does not pre-approve individual CE programs for renewal; 172 NAC 15-009 board review covers only the 270 hours of initial education.
- Types and hour calculations (172 NAC 15-011.03): "Workshops, academic credit, home study, internet, other electronic means"; research "which must be a peer review environment by either poster session or publication"; and presenting a continuing education program, where "The presenter may earn the same number of hours as the attendees; hours will not be granted for repeat presentations within the same biennial." No cap applies to home-study, internet or other distance formats. Hours are clock hours of 60 minutes, and academic credit is valued at 15 hours per semester hour, 10 per quarter hour and 14 per trimester hour (172 NAC 15-002.04); enter academic credit as those converted hours.
- Carry-forward: "Additional hours earned during this period, which are above and beyond the required 40 hours, cannot be utilized for subsequent renewals" (172 NAC 15-011).
- Military service waiver: "Credential holders actively engaged in military service are not required to pay the renewal fee or meet the continuing competency requirements" (172 NAC 10-004.03(A)); the department may audit military status and the holder must produce documentation within 30 days.
- Inactive status and reinstatement: a credential may be placed on inactive status under Neb. Rev. Stat. 38-142(3) (172 NAC 10-004.04). Reinstatement from expired or inactive status requires a complete application and that the individual "have met the continuing competency requirements" (172 NAC 10-007.03; 172 NAC 15-013 adopts chapter 10). DHHS: "To reinstate from either inactive or expired status, you must meet the continuing education requirement (40 hours)... Hours taken to reinstate your license can also be used to renew your license at the end of that renewal period so you are not required to have additional hours for renewal."
- Dual licensure: 172 NAC 15 is silent on an LADC who also holds a Nebraska LMHP, LIMHP, CPC or CMFT. The mental health credentials renew on their own 32-hour requirement under 172 NAC 94 (see rules/lpc/ne-cmft-cpc-limhp-lmhp.yaml) on the same September 1 even-year date. Nothing in either chapter reduces or combines the totals; a course may be reported to both only when it meets each chapter's own content and approval tests (an NBCC- or ACA-approved general course counts here only toward the 20 non-specific hours).
- Provisional alcohol and drug counselors (proposed slug pladc) practise only under clinical supervision and hold a single license term of up to six years (Neb. Rev. Stat. 38-313(2); DHHS provisional application: "Licenses expire 6 years from date of issuance"); they are not scoped by this rule and owe no renewal CE.
