Minnesota PMHNP Continuing Education Requirements

Here's what a Psychiatric-Mental Health Nurse Practitioner (PMHNP) must complete to renew in Minnesota.

These are the Minnesota APRN license requirements for a board-certified PMHNP who prescribes controlled substances. Your RN license, ANCC certification and DEA registration renew separately; see every credential.

The renewal cycle is biennial and is tied to your license's renewal (expiration) date.

Minnesota PMHNP requirements

Total

Minnesota sets no APRN hour total that applies to every board-certified PMHNP. Your ANCC certification renewal sets its own hours, listed with your other credentials. The renewal cycle is biennial and is tied to your license's renewal (expiration) date.

Cycle and record rules

Renewal
The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
Renewal fee
The board renewal fee is $85 every 2 years.
New licensees
The first renewal is different. New licensees have adjusted first-cycle requirements, such as prorated hours or first-cycle-only rules, and we apply them automatically.
Approved providers
Minnesota does not approve continuing education providers. An activity counts when its content "is designed to enhance the licensee's ability to practice nursing", it has "written objectives that describe what a licensee can expect to learn", it is "completed during the licensee's continuing education participation period", it is "taught by someone other than the licensee" by an instructor "qualified by education or experience to teach the content", and the licensee can obtain the objectives, instructor qualifications, contact hours, dates, title and a statement of participation or certificate of completion (Minn. R. 6310.2800, subp. 3, items A to F). Written objectives are not required for an activity approved by another health licensing board or a health-related professional association (subp. 4a). "It is the licensee's responsibility to determine whether a current nursing certificate, a continuing education activity, or a professional activity meets the continuing education requirements" (Board CE page). Hours count only in the 24 months before the registration expiration date; a contact hour is 60 minutes and an activity must be at least 15 minutes.
Recordkeeping
Keep CE documentation for 2 years after each renewal.
Board audit
The board may audit licensees to verify CE compliance.
Late renewal
A late renewal adds a late fee.

To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

Full board policy details
  • National certification in place of the hours: "Evidence of written learning objectives is not required when a licensee submits current certification from a national professional nursing organization consistent with nursing practice standards or a medical organization consistent with medical practice standards. The certificate must be based on meeting initial certification or recertification requirements that include meeting periodic continuing education requirements or other competency certification requirements" (Minn. R. 6310.2800, subp. 4a, item C); a reregistration applicant likewise "may submit a copy of the current practice specialty certificate" instead of a continuing education report (6310.3100, subp. 2a). The Board lists a current nursing specialty certificate as one of three ways to meet the requirement: it "must be issued by a national professional nursing or medical organization and must be current at the time the continuing education report is submitted", and "Certification may be for advanced practice registered nursing or for generalist professional nursing practice" (Board CE page). ANCC renews PMHNP-BC on 75 contact hours every five years, so it qualifies, and the 24-hour total is gated on not holding a current `pmhnp bc` row. The certificate "shall not" be used "as a substitute for any previously deferred contact hours" (subp. 4a, item C), and "Certification to meet reregistration requirements for any previously deferred contact hours is not acceptable" (Board CE page); the engine does not track deferred hours, so a licensee carrying a deferral must log them.
  • APRN layer: "To maintain a current APRN license in Minnesota, you must hold: A current Minnesota RN license [and] Current certification on file with the Board as an advanced practice registered nurse in the role and population for which you are licensed" (Board APRN Renewal page); renewal "must include evidence of current certification or recertification in the appropriate advanced practice registered nurse role and at least one population focus from a nationally accredited certifying body recognized by the board" (Minn. Stat. 148.231, subd. 1(c); licensure requires the same, 148.211, subd. 1a(c)(4)). "The Board must receive verification of certification status directly from the certifying body when you renew your certification." Current certification is a condition of the APRN license, tracked on the pmhnp bc row; the APRN license owes no hours of its own, and the APRN renewal fee is the same $85 as the RN's. Reregistration of a lapsed APRN license requires acceptable advanced nursing practice within the preceding five years and, after more than five years out of the role, a supervised reorientation of at least 500 clinical hours (6310.3110, subps. 2 and 7).
  • Opioid and controlled substance prescribing education (expired): "the Board of Nursing ... shall require that licensees with the authority to prescribe controlled substances obtain at least two hours of continuing education credit on best practices in prescribing opioids and controlled substances, including nonpharmacological and implantable device alternatives for treatment of pain and ongoing pain management, as part of the continuing education requirements for licensure renewal. Licensees shall not be required to complete more than two credit hours ... before this subdivision expires. ... This subdivision expires January 1, 2023" (Minn. Stat. 214.12, subd. 6, as enacted by Laws 2019, ch. 63, art. 2, s. 10, effective January 1, 2020). The Board: "all health care licensees who have authority to prescribe controlled substances must obtain two (2) hours of continuing education credits between January 1, 2020, and December 31, 2022." The subdivision is marked expired in the current statutes, so no prescriber hours are modeled; the federal MATE Act training belongs to the DEA row (us-dea.yaml).
  • Prescribing, DEA and the prescription monitoring program: an APRN is authorized to "prescribe, procure, sign for, record, administer, and dispense over-the-counter, legend, and controlled substances" (Minn. Stat. 148.235, subd. 7a) and may prescribe Schedule II through V substances "in good faith and in the course of professional practice only" (152.12, subd. 1). The APRN "must: (1) comply with federal Drug Enforcement Administration (DEA) requirements related to controlled substances; and (2) file any and all of the nurse's DEA registrations and numbers with the board" (148.235, subd. 7b), and "every prescriber licensed by a health-related licensing board ... who is authorized to prescribe controlled substances for humans and who holds a current registration issued by the federal Drug Enforcement Administration, shall register and maintain a user account with the prescription monitoring program" (152.126, subd. 6(c)). Neither is continuing education, and neither is a state controlled-substance registration: the Board of Pharmacy registers researchers, manufacturers, wholesalers and pharmacies (152.12, subds. 3 to 5), not prescribers. No `csr` row exists in Minnesota.
  • Other acceptable activities (Minn. R. 6310.2800, subp. 5): within the participation period a licensee may "publish an article in a peer-reviewed journal or book on nursing or health care related issues; deliver a professional paper related to nursing or health care; serve as a member of a national panel that addresses nursing or health care related issues; or serve as principal investigator or coinvestigator for a nursing or health care related research study". The rule assigns no contact-hour value to these, so none is modeled; the licensee logs the hours the Board accepts and keeps the article, paper, study or brochure for audit (6310.3000, subp. 1).
  • Deferral (Minn. R. 6310.2800, subp. 6c): a licensee short of hours at renewal may defer the missing whole hours to the next participation period, once at a time, or let the registration expire and reregister; hours a licensee cannot substantiate at audit "shall automatically be deferred to the next participation period" (6310.3000, subp. 1). Not modeled; a licensee carrying a deferral owes those hours in addition to the next period's 24 and may not cover them with a certification.
  • Reregistration (Minn. R. 6310.3100): a licensee whose registration expired within the prior two years reports the hours owed when it expired, earned in the 24 months before the Board acts; one with no acceptable nursing practice in the prior two years owes one contact hour for each month without practice, up to 60, and after more than five years a Board-approved refresher course. The registration issued on reregistration starts a new 6-to-29-month initial period with the same one-hour-per-month ratio (subp. 15). Left in prose.
  • Compacts: Minnesota is not a Nurse Licensure Compact state (it is absent from the NCSBN NLC map, revised September 6, 2023; the compact bill SF 2608 / HF 1925 was introduced March 17, 2025 and referred to committee without further action) and has not enacted the APRN Compact, which has not taken effect anywhere. Every Minnesota RN and APRN holds a single-state license governed by this rule. Minnesota keeps a separate border state registry for nurses licensed in a bordering state (Minn. Stat. 148.243, subd. 17), which is not a license.
