These are the Massachusetts APRN license requirements for a board-certified PMHNP who prescribes controlled substances. Your RN license, ANCC certification and DEA registration renew separately; see every credential.

Cycle and record rules

Renewal
The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
New licensees
"New licensees shall not be required to submit evidence of continuing education for the current registration period" (244 CMR 5.05(3)), so the 15 hours are not owed at the first renewal after initial Massachusetts licensure. The one-time domestic and sexual violence and cognitive impairment trainings still apply, and for a prescribing APRN so does the pain management training of M.G.L. c. 94C, § 18(e), which is a prerequisite to obtaining the license as well as to renewing it.
Approved providers
The Board does not pre-approve providers. An offering qualifies if it is "a planned program of learning which contributes directly to the professional competence of the licensed nurse" meeting the criteria of 244 CMR 5.04 (written learner objectives, qualified faculty, an evaluation, and an authenticated record of attendance); "Employee orientation, subject matter, standard operating procedure of the employing agency shall not qualify." Conversions: 60 minutes is one contact hour, one CEU is ten contact hours, one semester hour is 15 contact hours, and two clinical hours (100 minutes) are one contact hour (244 CMR 5.04(1)). Hours count only if earned in the two years before renewal.
Recordkeeping
Keep CE documentation for 4 years after each renewal.
Board audit
The board may audit licensees to verify CE compliance.
Late renewal
A late renewal adds a late fee.

To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

Massachusetts PMHNP required trainings and mandates

Beyond the 15-hour CE total, Massachusetts requires specific trainings. Some are due once around initial licensure, and others run on their own recurring schedule.

One-time requirements

  • "Pursuant to M.G.L. c. 112, § 264, applicants and licensees shall participate in domestic violence and sexual violence training as a condition for licensure, renewal, revival or reinstatement of licensure" (244 CMR 8.07(1)). "An applicant for renewal, revival or reinstatement of licensure who has previously completed a program or course approved by the Board shall not be required to participate in a subsequent program or course" unless the Board requires it (244 CMR 8.07(3)). The Board, with the Department of Public Health, lists the approved programs (8.07(2)); neither the statute nor the rule sets an hour count, so the one hour here is a placeholder for "completed". Because the training is also a condition of initial licensure, the license form asks whether it was submitted with the licensure application and waives it on a yes. (1 hour, one time).
  • "The board shall require that any continuing education requirements necessary for the renewal of a registered nurse's certificate of registration shall include the 1-time completion of a course of training and education on the diagnosis, treatment and care of patients with cognitive impairments, including, but not limited to, Alzheimer's disease and dementia; provided, however, that such course requirement shall only apply to registered nurses who serve adult populations" (M.G.L. c. 112, § 74). Nurses licensed when the act took effect had to complete it "not more than 4 years after the effective date of this act" (St. 2018, c. 220, § 9), that is, by November 2022. No hour count is set; the one hour is a placeholder for "completed". The license form asks whether it was completed with the licensure application and waives it on a yes. A nurse whose practice serves no adults is outside the statute; there is no practice fact for that population, so the requirement is shown to every licensee. (1 hour, one time).

Recurring mandates outside the 2-year cycle

  • Training on effective pain management, non-opioid alternatives, the risks of opioid misuse and addiction, identifying patients at risk, patient counseling on storage and disposal, appropriate prescription quantities, and opioid antagonists and overdose prevention, required of practitioners who prescribe controlled substances "as a prerequisite to obtaining or renewing their professional licenses" (M.G.L. c. 94C, § 18(e)); for the APRN, a condition of each renewal "If engaging in prescriptive practice" (244 CMR 4.05(3)(b)5). No hour count is set, so any logged completion tagged pain management in the two years before renewal satisfies it. Applies to an APRN who holds prescriptive authority, an MCSR or a DEA registration.
  • "A mandated reporter who is professionally licensed by the commonwealth shall complete training to recognize and report suspected child abuse or neglect" (M.G.L. c. 119, § 51A(k)); a "nurse" is a mandated reporter under c. 119, § 21. The statute sets no hour count and no frequency and does not make the training a condition of license renewal, so it is one-time here. Any logged completion tagged child abuse recognition and reporting satisfies it.
Full board policy details
  • National certification: required to hold the APRN authorization, not accepted in place of CE. Renewal of CNP authorization requires "Current CNP certification granted by a Board Recognized APRN Certifying Organization" (244 CMR 4.05(3)(b)3), and the PMHNP-BC's own 75 hours are governed by us-pmhnp bc.yaml. M.G.L. c. 112, § 74 lets the Board accept "the training and experience of any such person in lieu of said continuing education requirement", but 244 CMR 5.00 adopts no such substitution, so the 15 hours are not gated on `pmhnp bc`.
  • Prescriber training (M.G.L. c. 94C, § 18(e)): "Practitioners who prescribe controlled substances, except veterinarians, shall be required, as a prerequisite to obtaining or renewing their professional licenses, to complete appropriate training relative to" effective pain management and non-opioid alternatives, the risks of misuse and addiction associated with opioid medication, identifying patients at risk for substance misuse, counseling patients on side effects, storage and disposal, appropriate prescription quantities, and opioid antagonists and overdose prevention. Each board develops "the standards for appropriate training programs"; the Board of Nursing sets no hour count, and its renewal rule asks it only "If engaging in prescriptive practice" (244 CMR 4.05(3)(b)5). Massachusetts treats every prescription drug not federally controlled as Schedule VI, so every prescribing APRN prescribes controlled substances under state law. The training is carried as an external mandate below, owed each renewal by an APRN who prescribes (holds prescriptive authority, an MCSR or a DEA registration), and counts toward the 15 when the offering meets 244 CMR 5.04.
  • Prescriptive practice CE generally: "At the time of initial application for Massachusetts Controlled Substance Registration and subsequently during each APRN authorization renewal period the APRN must comply with all state and federal requirements for continuing education. All continuing education offerings must be consistent with Board requirements at 244 CMR 5.00" (244 CMR 4.07(5)). The federal MATE Act training belongs to the DEA row (us-dea.yaml), not to this one.
  • First renewal timing: "if a birthday of any person who shall be registered hereunder shall occur within three months after such original registration, such person need not renew his registration until his birthday in the even-numbered year next following" (M.G.L. c. 112, § 74), so a first license period can run up to about 27 months. The row's own expiration date carries this; no CE is owed for that period (244 CMR 5.05(3)).
  • Military service: "The continuing education requirements in 244 CMR 5.00 shall not apply to any biennial cycle in which the licensee was in active service within 90 days immediately preceding the applicable renewal deadline", and the license of a nurse in active service "remains valid until 90 days following release from active duty" (244 CMR 8.05(3); M.G.L. c. 112, § 1B(c)). Not modeled; the licensee records the exemption with the Board.
