Maine PMHNP Continuing Education Requirements

Maine psychiatric nurse practitioners must complete 50 continuing education hours every 2 years to renew their APRN license, including 3 hours of prescribing of opioid medication (category I).

These are the Maine APRN license requirements for a board-certified PMHNP who prescribes controlled substances. Your RN license, ANCC certification and DEA registration renew separately; see every credential.

Approved providers
Category I (at least 30 of the 50 hours) is "planned continuing education activities sponsored by organizations or institutions whose educational offerings are approved by professional bodies such as: American Nurses Association Credentialing Center; American Academy of Nurse Practitioners; American Midwifery Certification Board; the former American College of Nurse-Midwives; Council on Recertification of Nurse Anesthetists; National Organization of Nurse Practitioner Faculty; Maine State Nurses Association; American Psychological Association; American Medical Association Council of Medical Education; Accreditation Council for Continuing Medical Education or the Committee of Continuing Medical Education of the Maine Medical Association", plus "on-line educational activities that offer Category I contact hours of medical or nursing education related to the practice area" and "courses which offer academic credit related to the practice area" (02-380 CMR ch. 8, Sec. 8(2)(A)). ANCC-accredited hours a PMHNP-BC logs for recertification are Category I here. Category II (at most 20) is the self-directed list of Sec. 8(2)(B). Hours count only "during the 2 year period of licensure"; staff in-service education counts only if "targeted for the APRN's level of practice" (Board APRN FAQs).
Recordkeeping
Keep CE documentation for 4 years after each renewal.
Board audit
The board may audit licensees to verify CE compliance.
Late renewal
A late renewal adds a $10 late fee.

To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

Full board policy details
  • Category I floor. "A minimum of 30 contact hours must be in Category I" (Sec. 8(1)(B)). The engine enforces the mirror image, at most 20 hours in the tagged Category II buckets (teaching, publication, preceptorship). Category II activities with no picker bucket (self-instruction by reading journals or watching recordings, peer review, utilization management and audits, grand rounds attendance, clinical meetings, research participation) are not capped by the engine: a licensee logging them should keep their sum, with the tagged buckets, at 20 or less, and the Board's audit asks for "a list of specific Category II activities including the date and time spent in completing the activity" and warns: "Do NOT ... Generalize your Category II activities" (Board APRN FAQs).
  • Specialty relevance. The 50 hours must be "in practice for which the individual has been approved as an advanced practice registered nurse" (Sec. 8(1)(A)), and audited licensees are told not to submit education "completed for your general professional development" or "that does not fall within your Board-approved clinical specialty" (Board APRN FAQs). The engine does not judge relevance; a PMHNP should log psychiatric-mental health, psychopharmacology and advanced practice content.
  • National certification is a renewal condition, not a substitute for hours. Continuing approval "must include evidence of current certification by the appropriate national certifying body" (Sec. 2(3)(A)); "In the event the licensee's certification expires during the licensing cycle, the licensee must submit evidence of continuous certification, and when eligible, recertification to the board on or before the certification expiration date" (Sec. 1(2)(E)); and "A nurse who does not recertify by the expiration date of his/her certification is NOT permitted to practice, even if he/she has a current APRN license from the Board" (Board APRN FAQs; 32 M.R.S. 2205-B(2)). Certification is not required of an APRN approved before January 1, 1996 (Sec. 1(2)(A)). Maine never accepts certification in lieu of the 50 hours, so nothing here is gated on `pmhnp bc`; the certification's own 75 hours are governed by us-pmhnp bc.yaml and its ANCC-accredited hours are Category I here.
  • First renewal. The Board's FAQ says that an APRN renewing online within two years of initial licensure is not asked about continuing education: "CEU requirements are requested as part of an audit. If you renew online, the system recognizes that you have not been licensed as an APRN for a full two years and will not ask you about your continuing education", but "If you have not prescribed since your initial Maine licensure, you will be asked to provide 15 pharmacology CEUs completed in the last 24 months." Sec. 8(1)(A) itself states no first-renewal exception, so the full 50 hours are shown at every renewal; a first-time APRN renewing short of them should rely on the Board's practice described above.
  • Non-prescriber pharmacology (not modeled as hours). "If an NP or CNM does not prescribe they must submit documentation of 15 contact hours of continuing education in pharmacology every two years when they renew their license to practice"; "if you have not prescribed since your last renewal, you will be required to provide proof of 15 pharmacology CEUs completed in the last 24 months" (Board APRN FAQs). The rule text the Board applies is the application rule "If the applicant has not prescribed drugs within the past 2 years, the applicant shall provide evidence of satisfactory completion of 15 contact hours of pharmacology within the 2 years prior to applying for approval to practice" (02-380 CMR ch. 8, Sec. 6(1)(A)); the pending amendment would make it a renewal rule as Sec. 8(1)(D) ("has not prescribed medications in the previous 24 months must provide evidence of satisfactory completion of 15 contact hours approved for pharmacology credit within the prior 24 months"). Every Maine NP holds prescriptive authority with the license, and the engine has no opt-in "does not prescribe" fact, so a block keyed on the absence of `prescribing` would show these 15 hours to every licensee who has not answered the prescribing question. An APRN who has not prescribed in the past 24 months should log 15 pharmacology hours inside the 50. Model as a requirement once Sec. 8(1)(D) is adopted and an opt-in fact exists. A pharmacology course "shall include: (1) applicable federal/state laws; (2) prescription writing; (3) drug selection, dosage and route; (4) drug interactions; (5) information resources; and (6) clinical application of pharmacology related to specific scope of practice" (Sec. 6(3)(B)).
  • Prescribing. A certified nurse practitioner "may prescribe and dispense drugs or devices, or both, in accordance with rules adopted by the board" (32 M.R.S. 2102(2-A)); "the certified nurse practitioner and certified nurse-midwife shall prescribe only those controlled drugs from schedules II/IIN, III/IIIN, IV, and V. A United States Drug Enforcement Administration (DEA) number is required to prescribe these drugs" (ch. 8, Sec. 7(1)(B)). Opioid prescribing carries the statutory limits of 32 M.R.S. 2210(1) (100 morphine milligram equivalents a day, 7-day acute and 30-day chronic supply), electronic prescribing (2210(3)) and the Prescription Monitoring Program check "upon initial prescription of a benzodiazepine or an opioid medication to a person and every 90 days for as long as that prescription is renewed" (22 M.R.S. 7253(1)). None of these is continuing education. The 3 opioid hours are gated on `prescribing`; the federal MATE Act training sits on us-dea.yaml and satisfies the Maine opioid hours only when it is Category I, tagged controlled substance prescribing and falls in the window.
  • No state controlled-substance registration. "Not having the Federal equivalent of the Controlled Substances Act of 1970, Maine does not require healthcare practitioners register as does the U.S. Drug Enforcement Administration. Whereas Maine does not require such registration, there is no system in place to transfer such registration from another state" (Maine Drug Enforcement Agency FAQ). Prescribers' authority to possess and handle controlled substances comes from their license (22 M.R.S. 2383-B(2)(E)). The Prescription Monitoring Program (22 M.R.S. 7249 to 7256) is a reporting and look-up duty with no renewal of its own. No `csr` row for Maine.
  • Supervision is not CE. Until the Board adopts practice standards under 32 M.R.S. 2205-B(4-A) (PL 2025, c. 540, effective February 17, 2026), a certified nurse practitioner "must practice, for at least 24 months, under the supervision of a licensed physician or a supervising nurse practitioner or must be employed by a clinic or hospital that has a medical director who is a licensed physician" (32 M.R.S. 2102(2-A); ch. 8, Sec. 2(2)). The pending ch. 8 amendment (2nd proposal, comments due November 7, 2026) would add mentorship standards and a one-year clinical practice requirement; it leaves the 50 hours and the 3 opioid hours unchanged and adds the 15-hour non-prescriber pharmacology rule as Sec. 8(1)(D). Recheck this row when it is adopted.
  • No statewide topic mandates beyond the opioid hours. Maine has no implicit bias, human trafficking, suicide prevention, infection control or cultural competency hours for APRNs. The joint rule on office-based treatment of opioid use disorder (ch. 12) and the joint pain rule (ch. 21) set practice standards, and ch. 21 adds no hours beyond the 3 of Sec. 5(2).
