California PMHNP Continuing Education Requirements
California psychiatric nurse practitioners must complete 30 continuing education hours every 2 years to renew their APRN license.
These are the California APRN license requirements for a board-certified PMHNP who prescribes controlled substances. Your RN license, ANCC certification and DEA registration renew separately; see every credential.
The renewal cycle is biennial and is tied to your license's renewal (expiration) date.

Cycle and record rules
- Renewal
- The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
- New licensees
- During the first two years immediately following initial licensure in California or another jurisdiction, the 30 contact hours are waived (16 CCR § 1452(b); BPC § 2811.5(h)), but one hour of direct participation in an implicit bias course from a BRN-approved provider is still required (16 CCR § 1452(a)). The nurse practitioner gerontology hours are waived with the rest of the section; the Schedule II course is a condition of Schedule II authority and is not.
- Approved providers
- "Courses must be taken through a continuing education provider recognized by the Board of Registered Nursing", checked by its CEP number in BreEZe ("Courses are not eligible for contact hours when the provider number is in an expired status"). The BRN also accepts Category 1 CME, college courses (1 quarter unit = 10 contact hours, 1 semester unit = 15), courses approved by other state boards of nursing when taken in that state, and ANCC-approved courses taken out of state; out-of-state organizations offering courses in California need a BRN CEP number. An hour is "at least fifty (50) minutes" and a course "at least one hour in length" (16 CCR § 1450(b), (f)); no partial credit (§ 1451(c)); home study is unlimited. "A course with identical content and objectives taken twice during the same renewal cycle will have its contact hours counted only once." Hours must be earned in the preceding renewal period (or the preceding two years for a delinquent, lapsed or inactive license).
- Recordkeeping
- Keep CE documentation for 4 years after each course's completion date.
- Board audit
- The board may audit licensees to verify CE compliance.
- Late renewal
- A late renewal adds a late fee.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.

Full board policy details
- National certification does not substitute for any hours. California offers no certification alternative to the 30 hours (BPC § 2811.5; 16 CCR § 1451), so holding `pmhnp bc` changes nothing here; the ANCC hours a PMHNP-BC logs count toward the 30 when they meet 16 CCR § 1456 and come from a provider the Board recognizes. The NP certificate itself (16 CCR § 1482) does not require national certification to be maintained; the 103 and 104 NP certifications rest on national certification (BPC § 2837.103(a)(1)(B); 16 CCR §§ 1482.3(a)(12), 1482.4(a)(12)), and the BRN's 2026 proposed amendments to §§ 1482.3 and 1482.4 would "Clarify that maintenance of an active national certification in a population focus category is required to continue working as a 103 NP" (notice of proposed action, comment period closing August 25, 2026, not yet adopted when this rule was authored). That is the ANCC row's obligation (us-pmhnp bc.yaml), not a California CE requirement.
- 103 and 104 nurse practitioners (AB 890; BPC §§ 2837.103, 2837.104; 16 CCR §§ 1482.3, 1482.4): these certifications authorize practice without standardized procedures, in a group setting (103) or independently (104), including to "Prescribe, administer, dispense, and furnish pharmacological agents, including over-the-counter, legend, and controlled substances" (§ 2837.103(c)(4)(B)). They impose transition- to-practice hours, liability insurance, notices and referral plans, but no continuing education and no renewal cycle separate from the RN license, so they are not modeled. The Schedule II course of § 2836.1(g)(3) is written for NPs furnishing under standardized procedures; a 103 or 104 NP will normally already hold Schedule II authority from the furnishing number held before certification, which the proofs question records.
- Implicit bias content (AB 241; BPC § 2736.5): "on and after January 1, 2022, all continuing education courses for licensees under this chapter contain curriculum that includes the understanding of implicit bias", unless "dedicated solely to research or other issues that does not include a direct patient care component" (§ 2736.5(a)-(b); 16 CCR § 1456(a)(4)). This is an obligation on course content and on providers, not an hour requirement on the licensee, so it is not modeled. The licensee-level implicit bias obligation is the separate one-hour course of AB 1407 (BPC § 2811.5(h); 16 CCR § 1452(a)), owed in the first two years of licensure and modeled in the first-cycle override.
- Menopause care credit (BPC § 2811.5(j)(2)): "Beginning July 1, 2027, a nurse practitioner who provides care to a patient population composed of adult women under 65 years of age who completes one or more continuing education courses in perimenopause, menopause, or postmenopausal care shall receive two hours for each hour of a completed course, not to exceed six hours", when the course or provider is accredited by ANCC, AANP, ACCME or Joint Accreditation. This is a credit multiplier the engine has no primitive for; it is not modeled, and a licensee claiming it logs the doubled hours by hand.
- No opioid or pain-management hours for nurse practitioners. California's one-time 12-hour pain management requirement is for physicians (BPC § 2190.5) and has no counterpart in the Nursing Practice Act; § 2811.5(f) only directs the Board to "consider including" pain and symptom management, and § 2811.5(e) only to "encourage" spousal or partner abuse education. The prescriber-only obligation is the Schedule II course.
- CURES: "A health care practitioner authorized to prescribe, order, administer, furnish, or dispense Schedule II, Schedule III, Schedule IV, or Schedule V controlled substances ... shall, upon receipt of a federal Drug Enforcement Administration (DEA) registration, submit an application ... to obtain approval to electronically access information regarding the controlled substance history of a patient" (Health & Safety Code § 11165.1(a)(1)(A)(i)). The BRN collects the CURES fee ($15 a year, so $30 on a biennial renewal for licenses expiring on and after July 1, 2025) with the RN renewal of a licensee authorized to furnish controlled substances. CURES is a prescription drug monitoring program, not a state controlled-substance registration, so California has no `csr` layer.
- Exemptions (16 CCR § 1452(c)): apart from the implicit bias hour, a licensee may request exemption at renewal when renewing to inactive status, or on evidence of a year or more of overseas employment or residence, federal or military nursing outside California on a California license, or a year or more of total disability of the licensee or of an immediate family member for whom the licensee is responsible. These are board-granted case by case and are not modeled.
- Compacts: California is not a Nurse Licensure Compact state (it is absent from the NCSBN NLC map) and has not enacted the APRN Compact, so every California RN holds a single-state California license governed by this rule.

During the first two years immediately following initial licensure in California or another jurisdiction, the 30 contact hours are waived (16 CCR § 1452(b); BPC § 2811.5(h)), but one hour of direct participation in an implicit bias course from a BRN-approved provider is still required (16 CCR § 1452(a)). The nurse practitioner gerontology hours are waived with the rest of the section; the Schedule II course is a condition of Schedule II authority and is not.
