Oregon PMHNP Continuing Education Requirements
Here's what a Psychiatric-Mental Health Nurse Practitioner (PMHNP) must complete to renew in Oregon.
These are the Oregon APRN license requirements for a board-certified PMHNP who prescribes controlled substances. Your RN license, ANCC certification and DEA registration renew separately; see every credential.
The renewal cycle is biennial and is tied to your license's renewal (expiration) date.

Oregon PMHNP requirements
Total
Oregon sets no APRN hour total that applies to every board-certified PMHNP. Your ANCC certification renewal sets its own hours, listed with your other credentials. The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
Cycle and record rules
- Renewal
- The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
- Renewal fee
- The board renewal fee is $245 every 2 years, and a late (delinquent) renewal adds a $100 fee.
- New licensees
- At the first renewal the pain management module completed at initial or endorsement licensure is still within its 36 months (OAR 851-031-0008(1)) and the two cultural competency hours are owed "every other renewal cycle" (851-031-0008(2)), every 48 months after initial licensure, so neither is due. For renewals on or after January 1, 2028, an RN license still owes 20 hours within the prior two years; the NP license owes current national certification.
- Approved providers
- Oregon keeps no approved-provider list for nursing continuing education. "Any type of continuing education that is related to the practice of nursing meets the continuing education requirement. This can include training by an employer/institution, self-study training, academic coursework, or accredited CE courses" (OSBN NPA Modernization FAQ, Q9); "all CE must be in nursing topics relevant to the applicant's area of practice and license type" (OAR 851-031-0008(6)), and an activity without a certificate is recorded on the Board's Continuing Education Attestation Form (academic coursework, research, employer-based training, self-study). The pain management hour must be the Oregon Pain Management Commission's program or a Board-approved nursing education program's equivalent (851-031-0008(1)); the cultural competency hours should come from the Oregon Health Authority's CCCE approved training registry. The 20 hours count only within the two years before the renewal; the pain and cultural competency hours are read over 36 and 48 months.
- Recordkeeping
- Keep CE documentation for 5 years after each renewal.
- Board audit
- The board may audit licensees to verify CE compliance.
- Late renewal
- The board allows a 90-day grace period after expiration. A late renewal adds a $100 late fee.
To keep your proof in order, see what to keep for a CE audit, which covers every state’s retention period and what the audit notice asks for.
Every credential an Oregon PMHNP renews
Each one renews on its own date, and a lapse at any of them stops prescribing. The ANCC certification and DEA registration are the same in every state.

Oregon PMHNP required trainings and mandates
Oregon also requires specific trainings. Some are due once around initial licensure, and others run on their own recurring schedule.
Recurring mandates outside the 2-year cycle
- You need 1 hour of oregon pain management commission one-hour pain management module every 3 years.
- You need 2 hours of cultural competency continuing education every 4 years.
Full board policy details
- National certification is the NP license's continuing education requirement, not a substitute for hours. From the first renewal on or after January 1, 2028, "All Oregon Nurse Practioner (NP) and Certified Registered Nurse Anesthetist (CRNA) applicants must provide primary source evidence of national certification" (OAR 851-031-0008(3)(c)); the renewal fact sheet: "CRNA or NP applicants: Holding current national certification fulfills the continuing education requirement." Independently of 2028, renewal requires "For CRNA applicants, and NP applicants initially licensed after January 1, 2011, verification of current national certification congruent with license type and population focus" (851-031-0048(2)(e)), and initial APRN licensure requires it of every NP (851-031-0042(1)(h)). The repealed division 53 alternative for NPs licensed before 2011 ("a minimum of 45 hours of continuing education in the population foci", former 851-053-0015(3) (b)) is gone, and the 75-hour alternative of 851-031-0008(3)(d) is written for a clinical nurse specialist only. Because the NP row has no hour total, holding `pmhnp bc` changes nothing here; the certification's own 75 hours are us-pmhnp bc.yaml.
- Prescriptive authority carries no continuing education. Initial authority requires "Documentation of at least 45 contact hours of pharmacology education" and clinical education in client management including pharmacotherapeutics (OAR 851-031-0043(1)(c)-(d)), or for an APRN educated before January 1, 2011, continuous APRN licensure with full independent practice and prescriptive authority elsewhere (851-031-0043(2)). "Prescriptive and dispensing authority expires with the APRN license" (851-031-0043(4)) and is renewed on "the Board's prescriptive or dispensing authority form", the fee, and "Attestation that the applicant reviewed the Board's prescriptive and dispensing authority education video" (851-031-0043(5)). The 15 pharmacotherapeutic hours per two years and 150 hours of applied pharmacological management of the former OAR 851-056-0014 (division 56, repealed effective 2021-07-01) no longer exist, so no pharmacology requirement is modeled and no prescribing gate is needed. "All APRNs who provide pharmacological management for clients must have prescriptive authority" (851-055-0070(2)).
- Controlled substances and the PDMP: "An APRN must only prescribe controlled substances in conjunction with their own valid and current (DEA) registration number appropriate to the classification level of the controlled substance" (OAR 851-055-0070(3)(f)) and "All APRNs with a DEA number must register with the Oregon Prescription Drug Monitoring Program (PDMP)" (851-055-0078(3)); the Oregon Health Authority rule requires a practitioner with an active DEA registration to prescribe in Oregon to register "within 30 calendar days of Oregon licensure or DEA registration, whichever is later" (OAR 333-023-0825; Or. Laws 2018, ch. 45, HB 4143). These are registration and practice duties with no continuing education and no renewal date of their own, so they are not modeled. Oregon attaches no opioid-prescribing hours to prescriptive authority beyond the pain management module every nurse owes. Dispensing more than a 72-hour supply needs separate dispensing authority (851-031-0043(3); 851-055-0076), renewed with the license.
- No state controlled-substance registration. The Board of Pharmacy registration of OAR 855-080-0031 binds "Every person who manufactures, delivers, or dispenses any controlled substance within this state", and 855-080-0041(4) exempts practitioners "otherwise licensed under the laws of this state and authorized to dispense or administer" them; the Board of Nursing: APRNs "may prescribe, dispense or procure Schedule 2-5 controlled substances only if they register to do so through the Drug Enforcement Administration (DEA)" (OSBN prescriptive authority booklet). Oregon therefore has no `csr` layer; the NP renewal fee carries a $70 "Surcharge to Support the Prescription Monitoring Fund" (OAR 851-002-0020(3)), which funds the PDMP and is not a registration.
- Practice hours and the NCLEX alternative: "As of January 1, 2026, practice or work hours will no longer be required to assure competency" (OSBN NPA Modernization FAQ, Q3); the former 400 APRN practice hours per two years (repealed 851-053-0015(2)(a)) and 960 RN hours per five years are gone. "RN and LPN applicants have the option of showing competency by passing the NCLEX at the level of licensure sought. If you have passed the NCLEX within two years of submitting the application, continuing education is not required" (FAQ, Q4), while "Pain Management and Cultural Competency continuing education are still required". The NCLEX pathway is not modeled.
- Reinstatement (OAR 851-031-0051; 851-031-0008(4)): a license "expired for more than 90 days must apply for reinstatement" (851-031-0048(3)) with a fingerprint background check and, within the prior two years, 20 hours if expired more than 90 days but no more than two years, 30 hours for two to three years, 40 for three to four, 50 for four to five and 60 beyond five years; the pain management and cultural competency hours count toward these totals, and "Applicants with an active license in another state or U.S. territory are exempt from additional CE" (851-031-0051(1)(d)). An NP reinstating also verifies RN licensure and national certification. Not modeled; the tiers depend on the lapse.
- Former one-time pain management hours: secondary sources still describe six or seven hours of pain management education owed once after initial licensure. The current rule carries only the one-hour Commission module every 36 months (OAR 851-031-0008(1)); ORS 413.590(1) states the Commission program "at initial licensure and every 36 months thereafter" with no separate hour block for nurses. A licensee who completed the older block logs it like any pain management course; it counts only inside the 36-month lookback.
- Compacts: Oregon is not a Nurse Licensure Compact state. SB 966 (2025), which would have enacted the compact, was referred to the Senate Committee on Health Care and not enacted (the Board and the Oregon Nurses Association opposed it, as they had HB 2335 (2021) and HB 2408 and HB 2748 (2023)), so every Oregon RN holds a single-state license governed by this rule and an out-of-state multistate licensee needs an Oregon license. Oregon has not enacted the APRN Compact, which has not taken effect anywhere.
- Inactive, retired and emeritus status: a license may be placed inactive (OAR 851-031-0085) or retired (851-031-0086), neither of which authorizes practice; return is by reinstatement under 851-031-0051. A nurse emeritus license for voluntary or unpaid practice is valid two years and owes 10 hours within the prior two years from 2028 (851-031-0008(3)(b); 851-031-0087). The Board may grant an exception to any licensing requirement in 851-031-0006 to 851-031-0051 on request (851-031-0052). Not modeled.
Oregon PMHNP CE: frequently asked questions
Which credentials does an Oregon PMHNP renew?
4 separate credentials, each on its own renewal date: the APRN (Oregon, biennial), the RN (Oregon, biennial), the PMHNP-BC (ANCC, every 5 years), and the DEA (DEA, triennial). Oregon issues no separate CSR. A lapse at any one of them stops prescribing.
How often do Oregon PMHNP licensees renew?
The renewal cycle is biennial and is tied to your license's renewal (expiration) date.
How much does Oregon PMHNP license renewal cost?
The board's renewal fee is $245 every 2 years, per the Oregon board fee schedule. Renewing late adds a $100 delinquency fee on top. CE course costs are separate and set by course providers.
Is the first renewal different for new Oregon PMHNP licensees?
At the first renewal the pain management module completed at initial or endorsement licensure is still within its 36 months (OAR 851-031-0008(1)) and the two cultural competency hours are owed "every other renewal cycle" (851-031-0008(2)), every 48 months after initial licensure, so neither is due. For renewals on or after January 1, 2028, an RN license still owes 20 hours within the prior two years; the NP license owes current national certification.
